National SafeSeaNet v.2 system modernization (Possibillity to generate automaticaly all FAL documents); 2012. National SafeSeaNet v.2.1. system modernization (Pssibility fulfield all FAL requirements electronicaly); 2015. National SafeSeaNet v.3/ SKLOIS system modernization (To fulfill requirements directive 2010/65 and electronic exchange data for inland transport)

5 Benefit for electronic systems
Authomated data controle and verification Single point of contact - NCA Exchange of all information in electronic format XML “Single Window” concept (ISPS; EU SSN; PSC; FAL and others)

6 Simplified and harmonized logistic sector electronic data transmission
Decision making/ planning Year National Logistics and port information system June, 2015 On going Implementation Production from July 2015 EU/National Maritime Single Window June,2015

7 100 % National and EU contributions
The effort necessary to achieve simplified and harmonized logistic sector electronic data transmission State level activities - MSW - SKLOIS Finance resources: 100 % National and EU contributions Private Sector activities Data base and data format adjustment to ensure electronic format Finance resources: Now: 100% own financial resources Associate benefit: Minimal administrative burden; Higher cargo handling;

8 The flow of information between private and administration level users
The agent, operator or owner of the ship shall, using the access to SSN System, submit the following information to the National SSN System in electronic form Pre arrival/ departure data FAL forms HAZMAT and others

9 «International freight logistics and port information system (SKLOIS».
Existing national SafeSeaNet system will be updated and established as platform to link maritime, land, rail and air sectors together with administrative institutions (e.g. customs, controlling institutions) with aim to built high quality and competitive transport infrastructure integrative in EU and wither transport system business environment The Ministry of transport of the Republic of Latvia has launched project Internationl freight logistics and port information system

10 Advanced National Networks for Administrations
AnNa is an EU Member States driven project - in close co-operation with the European Commission and EMSA - to support the effective implementation of the EC Directive 2010/65/EU (Reporting Formalities for Ships arriving in/departing from EU ports). implementation The Ministry of defence of the Republic of Latvia in cooperation other EU memberstates has started project «Advanced National Networks for Administrations (ANNA)

11 «Advanced National Networks for Administrations (ANNA) -
A multilateral cooperation to assist the national implementation of Maritime Singe Window. National benefits from ANNA: Final implementation stage of national Maritime Single Window before 1st June 2015 Prototyping of certain systems: - Develop advanced electronic data flow management directly ship – MSW –ship - Ensure incoming data anomalies excluding in to MSW -Automatic Data Translator from different FAL forms to MSW format The Ministry of defence of the Republic of Latvia in cooperation other EU memberstates has started project «Advanced National Networks for Administrations (ANNA)

15 Benefits: Single point of contact- NCA Electronic Exchange Information
“Single Window” conception (ISPS; SSN; PSC; FAL and others)

16 Category the information out side the window
Some products are already available in market to facilitate data exchange between „out of window” and „ in window” Pilot and tug service data exchange and bills; Ship Waste receipt information exchange; - Port due calculation systems; - Existing Container terminal data bases and exchange format - Local truck and container forwarding agencies data format Shipping line data exchange systems And others

17 Pilot Bill: Based on the IOS and Android application, that allow work also offline. - Integrative in to NSW, THETIS via EU SSN and others - Excluding manual data input automatically updating ATA/ATD are highly important for the PSC inspectors; Increase the exchange of information and control; Maritime safety and control of the vessel's actual draft.

18 Based on the IOS and Android application, that allow work also offline
Waste receipt: Based on the IOS and Android application, that allow work also offline - Integrative in to NSW and Port Systems - Excluding manual data input automatically updating Ship Waste information are highly important for the Ports and Environment agency; Increase the exchange of information and control; Ensuring more effective control of illegal discharges into the sea;

19 Plans for the future Modernize the e-Maritime and e-Navigation:
IMO definition e-Navigation is the harmonised collection, integration, exchange, presentation and analysis of maritime information onboard and ashore by electronic means to enhance berth to berth navigation and related services, for safety and security at sea and protection of the marine environment Modernize the e-Maritime and e-Navigation: The port radar system (VTMS); National Maritime surveillance system (radar picture); Fishing vessel monitoring system (VMS); Automatic Identification System (AIS); Global Maritime Distress and Safety System (GMDSS); Cospas-Sarsat alert data integration; CleanSeaNet system (satellites picture integration); Weather forecasts and modulations from FIMAR system.
