-Kivu: among the most densely populated provinces, but also one of the worst situations in education -Difficult access to existing universities (Kinshasa, Lubumbashi, Kisangani) -Failure of the State to support higher education and to offer scholarships

Challenges - Increasing student population: presently about 3000 - Few and overloaded academic staff - Lack of experience in research - No financial support from the State - Many years of instability (wars)

Budget -300-350K EUR per year -equal distribution of budget between the 3 major projects

LESSONS LEARNED & POINTS NEEDING ATTENTION

LESSONS LEARNED Slow appropriation of program -at beginning the program was perceived as special structure not owned by the university -Initial inertia in reporting and submitting supporting documents & Persisting need for a push to meet the deadlines for submissions Results -Measurable outputs becoming evident -Training of Masters and PhDs on good way. -But dispersion and needed collaboration between projects

POINTS NEEDING ATTENTION To increase visibility of UCB as center of expertise in post-conflict issues : -Publications: scientific paper on post-conflict issues -Meetings/conferences: international/regional/local; multidisciplinary. -Training programs: Setting up of a training program on Peace. Work with « Institut de Paix pour la région des Grands Lacs » in planning Lifelong postacademic training of public administration staff (supported by the World Bank) -Communication strategy: to be improved, e.g. via web site.

POINTS NEEDING ATTENTION To increase impact of program on institution -Improving ICT: New Project: mainly for training of ICT personnel (equipments largely supplied via UniveriTic) Direct effect: improved data processing and communications Indirect effects: improved English learning (language laboratory; online learning/TOEFEL examination); improved international Cooperation
