Contractors see potential for cost savings Contractors see “green” benefits Contractors see risk (DNR / OSHA) IDOT sees benefits in lower prices and green initiative IDOT places specification burden on RAS suppliers thus allowing contractors to try using RAS before becoming recyclers themselves

18 Conclusions APAI’s role is facilitator between contractors and public agencies including IDOT, county, city and consulting engineers IDOT is the “rule maker” for all of Iowa RAS is beneficial to asphalt The success of RAS will ultimately depend on the marketplace and regulatory agencies
