Taipei Water Park Explosion Service Report June 28 to July 18, 2015

Sunshine Social Welfare Foundation Introduction The powder explosion at the Formosa Fun Coast Water Park on June 27, 2015 injured 498 people, and over 60% of the victims sustained burns over 40% of their body. The victims are currently being treated in over 40 hospitals across Taiwan. This is a burn disaster of unprecedented scale in Taiwan. As a nonprofit organization helping burn survivors and people with facial disfigurement, Sunshine Foundation mobilized its staff across Taiwan to address this crisis and start making preparations to provide long term services to the victims.

Sunshine Social Welfare Foundation Sunshine offers community-based rehabilitation services to burn survivors after hospital discharge. At this early stage of the disaster when focus is on saving lives, it wasn’t suitable for Sunshine to immediately approach victims in hospitals. As such, our work focused on: 1.Setting up a Help Hotline the day after the disaster for families of the victims. 2.Preparing information packages on burn care and psychological aspects of burns to be disseminated to family members and professionals online, as well as through government agencies and hospitals. 3.Cooperating with central and local government agencies, as well as joining the government and hospital planning committee to develop rehabilitation services for the victims. 4.Completing the Physical and Psychological Rehabilitation Service Plan for Taipei Water Park Explosion Victims. 5.Sharing through the media inspiring rehabilitation stories of burn survivors. 6.At the invitation of Taipei City Government, make presentations on burn rehabilitation to relevant professionals. 7.Holding trainings for professionals working with the victims, either in government agencies, hospitals or community-based organizations. Sunshine Social Welfare Foundation Initial response – Emotional support service A national Help Hotline was set up, with social workers from every service center on call to answer questions from victims and family members. The Hotline received 146 calls. Relevant information such as Recommendations for psychological support and Home care methods were posted on Sunshine’s website and Facebook page for the benefit of victims and family members. Copies of Sunshine’s Burn Care Handbook were given to the Department of Social Welfare of Taipei City and New Taipei City, to distribute in hospitals where victims receive care.

Sunshine Social Welfare Foundation Initial response – Public service (communication / donor relation / accountability) Address media requests for interviews (130 requests to date): Arrange for staff and burn survivors to share the experience of physical and psychosocial rehabilitation after burns, and through the media, educate the public about the need for empathy, care and support of the victims and family members. At the same time, explain Sunshine’s commitment to helping the victims. Answer over 20,000 phone calls from all over the country by explaining Sunshine’s service plan and use of funds, as well as answer questions from donors. On July 3, Sunshine announced on its website that the fundraising goal for the Physical and Psychological Rehabilitation Fund for Taipei Water Park Explosion Victims was reached and that this fund would no longer be accepting donations. At the same time, Sunshine published its five-year service plan and began recruiting new staff.

Sunshine Social Welfare Foundation Initial response - Physical and Psychological Rehabilitation Service Plan for Taipei Water Park Explosion Victims Sunshine has planned a five-year service plan that includes physical and psychological rehabilitation services for the victims of the Taipei Water Park Explosion, family support, short-term housing services, community-based service network and future employment or development services. The goal is to allow the victims to receive local, timely and quality rehabilitation services so that they regain their physical functions, adapt emotionally and be able to participate actively in society.

Sunshine Social Welfare Foundation Key aspects of service July 5 to July 11 During the second week, as the need for emergency medical interventions slowed down, Sunshine began to go to hospitals and meet families to provide the following services: 1.Family support meetings 2.Organize burn physical and psychosocial rehabilitation trainings for physical and occupational therapists, social workers and counseling psychologists across Taiwan. 3.Advise medical agencies about acute burn physical rehabilitation. 4.Finalize plans for a new rehabilitation center and short-term housing facility, as well as the creation of a physical rehabilitation local in Taoyuan, and plan for a burn rehabilitation center in Central Taiwan. (Including looking for location and hiring staff)

Sunshine Social Welfare Foundation Promotion of physical rehabilitation during acute stage - Public service (communication / donor relation / accountability) Sunshine has met with central and local government agencies, as well as specialists in the medical and social welfare fields to discuss and help enhance understanding about burns, especially the critical importance of physical rehabilitation at the acute stage. Promotion of burn rehabilitation with hospitals Content includes burn service and acute stage physical rehabilitation-related knowledge, as well as sharing of rehabilitation experience by Sunshine burn survivors. To date, sharing of knowledge on acute stage burn rehabilitation has been carried out in eight hospitals. Family support and educational meetings Continue to organize family support meetings with hospitals. To date, eight meetings attended by 250 participants have been organized.

Sunshine Social Welfare Foundation Enhancement of burn rehabilitation knowledge – Trainings for professionals (therapists, social workers, vocational counselors, social educators and nurses) Training focuses on enhancing the understanding of the physical and psychological rehabilitation process after burns To date, seven trainings attended by 529 people have been organized.

Sunshine Social Welfare Foundation During the third week after the disaster, Sunshine’s efforts began to converge with plans of hospitals and the government towards setting up the basis for community-based rehabilitation 1.Sunshine is entrusted by the Ministry of Health and Welfare to handle case management through the newly established 627 Burn Projects Case Management Center, by evaluating and providing individualized services for victims discharged from hospital. 2.Carry out in every region hospital visits to see the victims. 3.Complete site assessment for new rehabilitation center in Taipei. The new center will start providing rehabilitation services in October to clients with major burns. 4.Continue to organize family support meetings and trainings for professionals. Sunshine Social Welfare Foundation Establishment of a service network The 627 Burn Projects Case Management Center opens on July 14 and Sunshine handles case management, compiling case data of all the victims of the Taipei Water Park Explosion, as well as handling needs evaluation, linking of resources, transfer and follow-up. Sunshine continues to plan the establishment of a new rehabilitation center and short-term housing facility in Taipei, as well as a new rehabilitation center in Taichung.

Sunshine Social Welfare Foundation Thank you for your support! Continuous reporting on the Taipei Water Park Explosion project… Starting on July 2015, Sunshine will post every month on its website a comprehensive report outlining service progress. Starting on July 2015, Sunshine will publish every six months a report outlining the use of funds. Following the disaster, society responded by donating generously to Sunshine Foundation. Sunshine applied on June 29 with the Ministry of Health and Welfare to obtain a fundraising authorization number for the five-year Physical and Psychological Rehabilitation Service Plan for Taipei Water Park Explosion Victims. Within six days, the fundraising goal of NT$200 million had been attained and Sunshine immediately stopped fundraising. As a steward of these funds, Sunshine will be accountable to the public to demonstrate how victims of the disaster and their family members are being helped.
