Current Situation NCC are responsible for over 51,000 street lights for which the energy cost is ~£2.2M which is 15% of NCC total. In 2008 NCC entered a 25 year PFI contract with Amey Street Lighting. The Contract includes the replacement of all lights and some columns. Originally the contract assumed using traditional technology but the market is changing quickly and therefore we have changed to introduce LED lights and CMS control.

What we have done so far. Dimming and Trimming of some street lights. Part Night Lighting (PNL) of ~18,000 lights. Introducing ~5,000Light Emitting Diode (LED) street lighting in residential areas. Removed redundant lighting. Trialling of new LED/CMS technologies in King’s Lynn on the A10 and Trowse Bypass.Trowse Bypass.

Options Main road LED with Computerised Management System (CMS). Investment approved by Members in November 2014 subject to business case. LED’s on residential streets as part of planned upgrades, again Member approval to do more subject to business case. Removing ‘redundant’ lighting where appropriate. Removing lighting of signs where a change in Regulations will allow it. Extend dimming of residential street lights.

Interdependency The introduction of some initiatives will reduce or negate the benefit of others. –ie If we remove some main road lights the benefits of introducing other initiatives is zero Some initiatives are not interdependent ie de- illumination of signs is unrelated to street lights. A combination of initiatives will produce the maximum benefit. Some initiatives are more costly and have a longer payback period than others.

Example Replacing the 5000 main road street lights yet to be upgraded with LED’s and fitting with CMS to allowing dimming would give potential savings of over 50%. The cost of this would be £2.5M. Saving £350k annually in energy and maintenance and 1750 tonnes of Co2 emissions.
