11 Commercialized Government Documents No Copyright means that Anyone Can Copy Paladin Press is one of the main publishers U.S. Navy Seal Patrol Leader’s Handbook “authentic manual used to train the patrol leaders of the U.S. Navy's elite SEAL teams” FM 21-150: Combatives represents the U.S. Army’s combatives program. It started out with a lot of judo and karate and eventually incorporated Filipino knife fighting, Thai boxing and other martial arts. “A landmark achievement in the evolution of military close-combat technique.”

12 Hand-To-Hand Combat by U.S. Naval Institute U.S. Naval Institute is actually a non-profit that contributes “to the professionalism of Sailors, Marines, and Coast Guardsmen and the Sea Services they serve, and in turn plays a unique and vital role in our national security.” The complete program was actually used to train sailors and naval aviators of World War II May be a pseudo government document but it contains “the deadliest techniques of commando tactics, jiu jitsu, boxing, wrestling and other fighting systems.”

13 Citizen Use of Government Documents: Education Concerned citizens can learn from the material: The military’s ability to evolve combat techniques. Gun and knife safety. Question the techniques.

14 Citizen Use of Government Documents: Education Concerned citizens can learn from the material: Understand that citizens have the right to protect themselves and their families. Concepts to protect themselves on the street. Develop observation skills. Learn vocal strategies to deter conflict. Use fear to their benefit.

15 Citizen Use of Government Documents: Comment and Criticize Concerned citizens can comment on the material: U.S. Marines Close-Quarter Combat Manual - a lot of the techniques have been discontinued. According to a martial artist, “the techniques shown against a knife in this book will get you killed.” Another one said, “The moves, punches, countermoves and holds are impractical and difficult to execute in combat.” We disagree with the knife-back method and endorse a knife-forward method. No such thing as a sacrifice arm! This still needs to be changed. Argh!!!

16 Citizen Use of Government Documents: Comment and Criticize Concerned citizens can comment on the material: U.S. Marines Close-Quarter Combat Manual continued- Many of the techniques rely too much on strength to get the job done. Precision and practical methods are just as vicious and uses less physical energy. Some of the examples show a punch to the face, which is a good way to break a hand. Use an open hand technique to strike the face and a fist to strike softer tissue like the torso. High axe kicks and side kicks should be eliminated- the techniques are slow and easily defendable. Too many margins for error.

17 Citizen Use of Government Documents: Innovation Martial artists and others can build upon the existing material. Government documents are for our benefit. Let’s use them! Safety first! Make the combative drills dynamic.
