He called this state of no government State of Nature.

He called these rules the Law of Nature. Within these rules no one should harm anyone else in their life, health, liberty, or possessions.

What should be the purpose of government? How do the people running a government get the right to govern? How should government be organized?

Life: People want to survive and be free and secure. Liberty: People don’t want to be dominated by others. They want to make their own decisions and live as they please. Property: People want to be able to work and get economic goods such as a house and land. These are necessary for survival.

Rights were more like privileges and only some groups or classes of people could get these rights.

He thought these rights were unalienable or that they belonged to every human being.

Civil Rights: Freedom of speech, and protection against discrimination by the government or others, to name a few. Political Rights: Right to vote or run for office. These rights help protect our natural rights of life, liberty, and property.

What Locke proposed was a Social Contract.

People agree to work with others to create a government and give it power to make and enforce laws. Our Founding Fathers agreed that setting up a government was the best way to secure our natural rights of Life, Liberty, and Property.
