National work in Norway on research information EU-STOA workshop Brussels, 26.3.2013 Katrine Weisteen Bjerde, General manager CRIStin, k.w.bjerde@cristin.no Current Research Information SysTem In Norway
2
Agenda The CRIStin organisation The CRIStin system Benefits How we got there Discussion
3
Overview – Main tasks Owned by the Ministry of Education and Research in cooperation with the Ministry of Health and Care Services CRIStin- system Open Access Licence Agreements Established January 2011 Yearly budget of ≈ 3,1 MEUR
4
Open Access Coordinate and promote Open Access development in Norway National point of reference for implementation of EU commission recommendations on Open Access Cristin-system Open Access Licence Agreements
5
The CRIS in Cristin CRIStin- system Open Access Licence Agreements Collect and make information on Norwegian research openly available Primary target groups: Research institutions and researchers Services to the authorities: Data for performance based funding system Facts to support political decisions
6
Modules of the CRIS system Researcher catalogue Research results (publications etc) Project catalogue Research units Research infrastructure (planned) Reporting New version of the system under development
7
Integration with other IT systems Human resource systems HE authentication system Bibliographic data Institutional repositories National database on HE statistics Institutional web sites Data warehouse
8
Benefits from establishing the organisation One national centre – Everyone knows who to contact A national centre of knowledge One place (and system) to talk to (and one system to integrate with) => now doing things that were unthinkable with 160 institutions
9
Benefits from the national CRIS Efficiency - each entity registered only once Efficiency – several local systems discontinued Increased data quality Reuse of data for the researchers Overview for each institution Overview across institutions and research sectors Access at all administrative levels = reduced work load for reporting
10
The decision and implementation process Cristin- system Open Access Licence Agreements
11
Background Universities wanted overview of their own research Authorities needed data for performance based funding system Open Access new area of political importance
12
«Climate for research» (White paper no 30, 2008-2009) Four general goals: High quality research An effective research system Internationalisation of Norwegian research activity Efficiency in use of research resources and results Confirmed and strengthened in new white paper in March 2013
13
Decision in 2009 to make a national CRIS Work group under the Ministry of education and research feb-sep 2008 Recommended a national database on scholarly publications (Norsk Vitenskapsindeks) Basis for performance based funding Also cover other research activities Cover higher education institutions, hospitals and research institutes Recommendation followed by ministry decision in 2009
14
Build a common CRIS for 150+ institutions Alternatives: Frida – An institutional CRIS developed for the four main Norwegian universities ForskDok - An institutional CRIS developed for the Norwegian university colleges ( ~ 40) Decision not to buy commercially New CRIS based on Frida Covered major part of HE sector research More structured database Specifications February 2010 In production December 1st 2010 From decision to reality
15
A true national CRIS 1.4.2012 1.1.2011 12 inst 1.4.2011 ~ 50 inst 1.4.2012 ~ 160 inst Universities & university colleges Specialised health care Research institutes
16
Why did it succeed? Firm decision and strong support from authorities Performance based funding = Strong incentive for registering data! Focus from authorities on benefits for researchers and institutions Focus on re-use of data Tradititon for cooperation between HE institutions Virtual private databases with local control of data Norwegian social security number = unique id of researchers (… but also challenges) Small population A couple of knights in shining armours Lots of hard work!!!
