1. INSTITUTIONAL FRAMEWORK Ministry of Foreign Affairs Republic of Colombia The President of the Republic has reaffirmed Colombia’s commitment toward the Summits Process. The Ministry of Foreign Affairs has the support of a Ministerial and Interagency Committee in the process of defining the theme. The thematic area will receive advice from a group of experts and advisors and support from an interinstitutional working team. Two specialized teams have been set up within the Ministry of Foreign Affairs, namely: Thematic Aspects Logistical Matters The logistics area will be responsible for matters including communications, protocol, press, etc.

2. SUMMIT DATE Ministry of Foreign Affairs Republic of Colombia The Government of Colombia has determined that Saturday, April 14, and Sunday, April 15, are the best choice for holding the Sixth Summit of the Americas in 2012.

3. POSSIBLE LOGO Ministry of Foreign Affairs Republic of Colombia Hummingbird species are found in all the nations of the Americas. Hummingbirds display a surprising agility and ability to move. Colombia is home to almost 50% of the 354 species of hummingbird.

SUMMIT HOST CITY Ministry of Foreign Affairs Republic of Colombia Cartagena de Indias was chosen to host the Sixth Summit of the Americas because it offers the following characteristics: It was declared a National Heritage Site on December 30, 1959, and a World Heritage Site in 1986. It has hosted important international events. It enjoys easy access, by land, sea, and air. It has sufficient hotel accommodation. The Sixth Summit of the Americas will be held at the Julio César Turbay Ayala Convention and Exhibition Center in Cartagena de Indias.

5. DEFINITION OF THEME Ministry of Foreign Affairs Republic of Colombia Colombia has focused all its efforts on defining the theme. Thus, as reported at the First Regular Meeting of the SIRG in April 2010, the previous administration held three meetings with the Cabinet, at which the following topics were analyzed: The evolution of education since the Santiago Summit and the added value it could be given by focusing on the question of education for citizenship. Energy exchanges and energy integration in the region. Culture and ethnic diversity as contributions to development.

5. DEFINITION OF THEME Ministry of Foreign Affairs Republic of Colombia Water as a determining factor in development and coexistence. Security in terms of cooperation among countries. Preparations and preventive measures for future natural disasters. Productive transformation. The topic of Friendly Cities and the phenomenon of urban development. Support to be given to SMEs in the region.

DEFINITION OF THEME Ministry of Foreign Affairs Republic of Colombia In August of this year, Dr. Juan Manuel Santos assumed the Presidency of Colombia and instructed Senior Presidential Advisor Catalina Crane to take charge of defining the thematic axes of the Sixth Summit, with the support of the Ministry of Foreign Affairs and the involvement of the other ministries. The following topics have been placed at the forefront: Technology and innovation at the service of social policy: education, health, and public services Reforestation and its role in preserving water sources and the environment Use of technology to improve the health conditions and education of rural communities

5. DEFINITION OF THEME Ministry of Foreign Affairs Republic of Colombia In the process of defining the theme, Colombia has received contributions from the organizations of the Joint Summit Working Group, through the drafting of strategic documents dealing with the challenges facing the region. It has also collected the recommendations made at the meetings held with think-tanks, including the Meeting of Western Hemisphere Think-Tanks held on September 20 in Washington, D.C. The process of defining the theme will be dealt with in depth under item 8 on the agenda.
