2 Large Business Division 2 Project overview A programme led by the Délégation Générale pour l’Armement (DGA) Digitalisation of the procurement process Concerns both armament programmes and common purchasing Definition of an ambitious timeframe 2000 – 1st Call – Marketing & Acquisition Portal Implementation in 10 weeks of the first European Defence Portal 2001 – 2nd Call – Defence and Commercial MarketPlace The answer to new public market regulations... “By 1 January 2005, it will be forbidden to refuse electronically-sent propositions” (Article #45) … via an adaptation of the legal environment

5 Large Business Division 5 Focus on “IXARM” "Marketing" area: A place for information exchange and contact-making to facilitate European industrial cooperation an "on-line exhibition"; a database of the European industry; a "search for partners" function "Procurement" area: A market place to stimulate the DGA's procurement methods to give businesses the means to work better with the DGA; increased visibility of DGA programmes; information on large armament programmes; different methods of e-procurement (catalogues, discussions via the Internet, auctions).
