2014 work plan implementation Training, education and outreach – Ethics e-learning course Updated course formally launched March 2014 with completion target end 2014 Course accessible through intranet and CDs – 4,500 CDs distributed Completion statistics this year: 670Cumulative: 16,513 – Written materials Booklet on ethics and the standards of conduct – new Arabic translation Roadmap -Staff member’s guide to address work-related concerns – under development – Face-to-face training and outreach 15 workshops for 350 staff 10 individual briefings for newly appointed international staff – Ethics Office internet microsite – under development – Monthly staff broadcast programme

2014 work plan implementation Confidential advice and guidance – January-April: 65+ requests for advice responded to – Near 40% increase compared to 2013 (which was 40% up from 2012) demonstrating increased staff awareness of Ethics Office – Vast majority of requests (85%) relate to workplace and other employment-related concerns, signaling significant demand for ‘ombuds- type’ services Financial and outside interest disclosure – International staff: 85 participants in UNFDP (filing & review ongoing) – Area staff (Area Staff Declaration of Interest Programme – ASDIP): Discussions with unions in respect of new outside interest disclosure form (based on UN best practice) ongoing ASDIP 2014 cycle scheduled for September

2014 work plan implementation Protection against retaliation (PaR) – Jan – April: 5 PaR-related matters 2 new PaR requests; preliminary assessments completed: 1 pf (referred to Inv.); 1 non-pf Completed further review of 2013 case with initial non-pf finding and subsequent C/EPUN ‘appeal’, resulting in request to re-open the case (still pending): non-pf Followed-up PaR matter referred by Inv. Div. with Field Office (interim protection) 1 PaR-related advice request: advice provided and referral made to Field Office SEA – Briefing on SEA to Management Committee – GFO brainstorm workshop on SEA awareness raising – All staff message to launch updated version of To Serve With Pride

2014 work plan implementation Standard setting and policy support – Support development of anti-corruption strategy, building on 2012 risk assessment (in response to 2011 ACIO recommendation and recent request by UNBOA) – Input on development of accountability framework (beneficiary accountability) – Input on promulgation of revised ICSC standards of conduct – Input on Social Worker Code of Ethics – Continued engagement with Procurement and Logistics Division in respect of revision of UNRWA Procurement Manual to reflect UN gift policy – Quarterly meeting with Human Resources Department

2014 work plan implementation Ethics Focal Points – Designated Field Ethics Focal points, providing advisory services to Field staff in respect of PC, SEA, PaR and other workplace matters – 24 Ethics Focal Points currently in place, mostly in Jordan and Lebanon – Discussions with Gaza and West Bank aimed at expanding the network in those Fields International networking – Ethics Panel of UN (EPUN) – monthly meetings by VC – Ethics Network of Multilateral Organizations (ENMO) – annual meeting – European Business Ethics Forum (EBEF) – annual conference
