LTASC can be used by NIH to procure administrative services for a period of at least twelve months on a task order (TO) basis. Currently, LTASC is the only means to procure long-term administrative support within NIH. NIHCATS II provides a wide range of administrative, meeting, conference, and travel support services to National Institutes of Health (NIH) and other Federal agencies. It was recently recognized as an HHS- wide strategic sourcing contract. PICS was designed in conjunction with the Communications community to provide and maintain high quality performance in the areas of media, communication, and information dissemination and technology by purchasing superior communication goods and services. Benefits of OLAO Contracts Office of Logistics and Acquisition Operations Provides NIH with a streamlined mechanism for the acquisition of services otherwise not available within the Government Provides cost-effective services through competition among a pre- screened group of qualified vendors Helps to increase NIH-wide efficiencies Promotes the small business goals set forth by NIH Relieves the customer from completing an HHS 653 - Small Business Review Form Eliminates need for a full acquisition plan Reduces the risk of protest Lessens the burden on the customer by making debriefings optional Available for use by all of NIH

LTASC Overview Office of Logistics and Acquisition Operations ID/IQ contract with 24 small business contractors Awarded February 1, 2010 with one base year and four one-year options Developed for the acquisition of long- term administrative support services only with each task order being at least one year in duration Not bound by the “120/240 day rule” that deals with temporary support Services range from Entry Level Administrative Assistants to Executive Assistants

LTASC Services Office of Logistics and Acquisition Operations Entry-Level Administrative Assistant (Admin 1) Administrative Assistant (Admin 2) Senior Administrative Assistant (Admin 3) Executive Assistant (Admin 4) Performs the most basic level of administrative functions including generic clerical activities such as greeting and directing visitors, fielding phone calls, and scheduling meetings. Additional duties may include filing and faxing. Performs administrative and office support activities with an ability to multi-task and assist multiple NIH employees at once. Word processing, spreadsheet management, and advanced internet- based search are three key activities at this level. Performs complex administrative tasks and will typically be supporting senior level staff at NIH. Advanced computer skills and internet research skills are required. Prior work in a scientific research environment as well as a firm knowledge of business administration is desired. Performs all tasks described above as well as show an ability to work well with all levels of management and staff.

Travel Support Meeting and Conference Support Documentation Support Administrative Support Website Design, Development, and Maintenance/ Internet Support Arrange and provide for travel (domestic and international) for program participants, escort services; Translation and preparation of program documents; Lodging accommodations; Varied assistance at workshops and conferences; Subsistence allowances for participants. Provide logistical support for conferences, meetings, seminars, and workshops held in the United States and in foreign countries. Provide support for the writing and production of reports/documents, and the distribution of conference materials. Provide documentation services in support of meetings, conferences, seminars, and workshops held in the United States and in Foreign countries. Support conferences or scientific meetings, scientific program staff, and other Federal agencies in accomplishing a variety of research and administrative responsibilities Provide Internet and Intranet support, to include initial website design, development, and management; Conduct usability testing to evaluate effectiveness and ease of use.
