Action Research Question If districts hope to develop effective evaluation systems, then what kind of tools, processes, organizational structures and practices are available that can help principals effectively evaluate teachers and be strong instructional leaders? 10
11
11 The System Matters! Compelling Vision Of Evaluation Stakeholder Collaboration Organizational Support Leadership Skills Instructional Leadership Time PLC Hierarchy of Evaluation Needs* Promising Practices, Challenges, and Ways To Overcome Those Challenges Exist At Every Level of The System * With Apologies And Thanks To Abraham Maslow
12
Three Main Challenges 12 The Lack Of A Compelling Vision Of Evaluation The Need For Stronger Leadership Skills Not Enough Time Lack of clarity and distrust about the purposes of evaluation Some principals do not know what effective instruction looks like Principals have large case loads and new evaluations are time-intensive How to measure student growth with validity & reliability in all grades/subjects Inadequate time paid to instructional leadership Principal’s time as instructional leaders is disrupted by management responsibilities and central office duties. Lack of alignment between state and district evaluation frameworks Implementing new evaluation and common core standards are over-whelming principals Training for principals on new forms of evaluation is time-consuming
13
CCSSO Survey Findings: Strengths of the New System Builds trust between teachers and leaders Encourages ownership Targets improvement Measures student growth Includes all stakeholders Provides Local control Strong state-level leadership Previous history with teacher evaluation system Provides a focus on effectiveness for each evaluation standard State-wide implementation Shift from compliance-driven to professional growth model Yearly evaluations for all educators 13
14
CCSSO Survey Findings: Challenges of the New System Weighting student growth How to measure & evaluate non-tested subject areas & teachers Cultural shift in the duties of the principals from managers to instructional leaders Local control Need for consistency and greater direction Weak correlations between student growth and teacher evaluation ratings Insufficient training Yearly evaluations for all educators leads to capacity issues Ensuring student growth models are accurate State-wide implementation Need for professional development and the lack of funding Timeline to implement effective evaluation system 14
15
CCSSO Survey Findings What are your state and your districts doing to help principals deal effectively with the new evaluations? Training/professional development (face-to-face, online) Redesign of principal preparation programs Use of technology to improve efficiency 15
16
CCSSO Survey Findings Survey results have been positive from educators Helpful to focus on improving teaching practices Hesitation about percentage weighting Need for more research Questions regarding validity and reliability of student growth measures Worried about high stakes nature of evaluation based on student growth Concern that using student growth could undermine collaboration Need for additional training Time and capacity issues 16 What do teachers, principals, and superintendents think about the system?
