1
IMPLEMENTATION OF THE NEW COORDINATE SYSTEM IN SLOVENIA Belgrade, 11 th and 12 th May 2007M.Sc. Blaž Mozetič
2
The Beginning EUREF GPS campaigns 94-95-96 New densification networks established by satellite measurement EUREF-points Official EUREF-points
3
The Milestones 2003: acception of Combined EUREF- Slovenia-94/95/96 solution 2004: Strategy of the National Geodetic System adopted by the Government of RS 2006: Financial donation by Norwegian Financial Mechanism
4
The Project Grant Agreement with Norwegian Financial Mechanism (financial donation) Norwegian experts The SMA is performer of the Project The financial resources are secured within the budget of SMA (obligation) Establishment of the Network of GPS Stations and European Spatial Reference System in Slovenia
5
The Objectives Overall Objectives: to establish a modern national geoinformation infrastructure for to support sustainable development Purpose: transition to the ESRS Results: establishment of the national infrastructure for determining position in ESRS with GPS providing conditions for determining position in ESRS with GPS in the entire state territory higher quality of spatial data (long-term)
6
The Activities and Schedule Three main segments: Functioning of the state network of permanent GPS station Implementation of horizontal component Implementation of the vertical component Schedule: 33 months 23 activities
7
The ETRS-points ETRS-points have coordinates in both systems (measured by SMA) 2000 ETRS-points at this moment Transformation parameters (different levels) SiTra software Transformation parameters ETRS-points
8
The Transformation Parameters Transformation parameters based on ETRS-points: 1. 1.State level (accuracy 1,0 m) 2. 2.Regional level A, 3 regions (0,5 m) 3. 3.Regional level B, 7 regions (0,3 m) 4. 4.Network level (0,1 m) Detail transformation parameters based on local points (not measured by SMA)
9
The Network of GPS Stations - SIGNAL Fundamental infrastructure for positioning in the new coordinate system. SlovenIa-Geodesy-NAvigation-Location 15 GPS stations 1 center of GPS Service Established end of year 2006 Upgrade of HW and SW
10
Mobile communications (RTCM) Web (RINEX) Real time measurement Post processing, web site of GPS Service Data of GPS Network Single station Virtual reference station Archives Data of The Network of GPS Stations accessibility European Permanent Network (EPN) Ljubljana
11
The Cartographic Projection Transverse Mercator Projection New ellipsoid GRS80 Other parameters are the same E N (0,0) Existent CS New CS State Plane Coordinate System ETRS89/TM 500 m 400 m
12
The New Vertical System Study of the new vertical system New tide gauge station (mareograf Koper) New high precision levelling network (1900 km) New gravimetric network Decision not yet accepted
13
The Levelling Network Proposal of new high precision levelling network Connection of the Slovenian levelling network with neighbouring countries 12 EUVN-points (European Vertical Reference Network) New Levelling Network
14
The Gravimetic Network New gravimetic network Measurement of relative points in 2006 GRAVIMETRIC NETWORK Absolute Relative Points: 6 absolute 29 relative
15
The New Concept Clasical horizontal geodetic points are not assured by SMA any more The new coordinate system is accessible through the Network of GPS Stations Only the coordinate system and accuracy of measured points (spatial data) are regulated
16
The Protocol of Transition When and How SMA duties: Coordination and leadership Technical instruction and papers Legislation Transformation models and transformation parameters transformation of spatial data X Y N E
17
The First Step of Transition All updates in Land Cadastre will be determined and will be recorded in the new coordinate system after 1 st January 2008. The Land Cadastre database will be maintained in the existing (old) and in the new coordinate system. new data old data
