Self-evaluation and the Development Planning Process Case Study Elmwood College Christine Barclay 10 th November 2004

Setting the Scene Elmwood Developmental Planning Process College Strategy Self Evaluation Operational Planning Staff Performance Reviews / Training Requirements

Setting the Scene College Culture of team involvement – each member of staff is in a team Time allocated for teams to meet and plan –1 day early March Self Evaluation –1 day April Operational Planning –Regular Team Meetings

Setting the Scene From late 1990’s to 2003 Self-evaluation and Quality Framework : Learner Resource Services Quality Assurance Curriculum Support Access to Resources External Links

Pre 2004 Unsatisfactory Fair Good Very Good ?

Setting the Scene Summer 2003 –New Library Management System – Heritage –Library Operational Plan 2003/04 Implementation of Heritage – long term strategy Data conversion decisions MARC 21 standard Staffing and staff training requirements

The New Toolkit The time is right! –Post HMI inspection –Transition from EASL to Heritage Opportunities to be global not insular Opportunities to map resources to curriculum Couldn’t happen overnight – take time and get it right

The New Toolkit Initially almost postponed the implementation for 1 year –Concentrate on Heritage Wider college discussion – Quality Manager –Go for it –Let the framework influence the way we implement Heritage – ensure interoperability

Using the Toolkit – Initial Thoughts This would take libraries into the 21 st Century National Standards – carry more weight with college senior managers Support would be available from other practitioners Challenging but something to work towards

Using the Toolkit – Second Thoughts Our situation – oh help, it will be unsatisfactory for us all round! Then – don’t panic –A lot of what was in the old model is also in the new –This is going to be a challenge but actually fits in with where we see ourselves going

Current Position 1 First exercise completed – very time consuming – team effort Input from Quality Manager – very valuable Realistic time scales – long term development Brought in JISC support Pilot project undertaken

Current Position 2 Regular College IT Strategy agenda topic Day to day realities –Staff shortages hold up work on data conversion –New staff require training and time to settle in –New students require a lot of support –As a result of marketing ourselves and our services we become busier and have less time for projects!

Reflection Self evaluation has been a positive experience – but we have to be realistic about day to day priorities New toolkit is keeping up with advances in technology We will be working towards offering quality services of a standard to prepare students for HE Finally, we only had to grade ourselves unsatisfactory in one area!
