DISCLAIMER The purpose of this document is to provide the design engineer with the guidelines for HVAC, electrical, plumbing, fire protection, fire alarm, nurse call, commissioning and controls, specified herein on NYPH campuses. This does not substitute the design engineer’s specifications for each project but provides the basis of the standards, which the design engineer shall follow. “ “The final responsibility for the design of the specific project resides with the design engineer of record.”

MASTERFORMAT divisions to latest CSI nomenclature:
Mechanical Division 15 to Division 23 Fire Protection Division 15 to Division 21 Electrical Division 16 to Division 26 Added Sections include: Equipment Cuts Commissioning/Energy Compliance Guidelines Building Specific Checklist Updated to meet the latest 2008 NYC Building Code & 2010 FGI requirements.

Equipment pre- approval process developed with NYP Facilities Operations to standardize equipment types: improve maintenance reliability reduce the number of spare parts “Or Equal” was eliminated from the recommended manufacturers when 3 or more manufacturers were listed. A handful of “Proprietary” equipment manufacturers such as: ASCO Automatic Transfer Switches were identified as NYPH Standards. Architects and Engineering Firms will use selected NYP pre- approved Equipment from the Equipment Cut e-book that resides on the portal.

DRAFT NYP Load Letter Information
A/E firms are responsible for providing a load letter describing all utility services required for the renovation or new building design. DRAFT Form to be rolled out by 3rd Q 2013 DRAFT

DRAFT NYSERDA Grant Information
A/E firms are responsible to provide information necessary for NYSERDA Standard Grant Applications for Existing Buildings and New Construction to be filed with Energy Department of Facilities Operations. DRAFT Form to be rolled out by 3rd Q 2013 DRAFT

Updating and Maintaining the Design Standards and Equipment Cuts
All stakeholders to provide updates and suggestions through FDC-E, including: FDC-Project teams & A/E Design Firms FO Directors, Managers and Shop personnel FDC-E is responsible for updating the Standards Standards will be maintained on a 3-year cycle – Changes in sections will be highlighted at each cycle Updating and Maintaining the Design Standards and Equipment Cuts

Document Review & Signoff Meetings with A/E Team
FO / FD&C-E / FD&C project review meetings are held weekly. Currently meetings are held – CUMC – Tuesdays 8:30 to 9:30 WCMC – Thursdays 9:00 to 10:00 Drawings must be submitted prior to the meeting (minimum 2 weeks) Purpose of the review meetings – Drawing review and signoffs at each design phase Engineering Feasibility questions Value Engineering items Shop Drawings All MEP design professionals and architect are required to be present at meetings with project manager. Document Review & Signoff Meetings with A/E Team

FO / FD&C-E Project Review & Sign-off Process
FD&C must obtain FO signoff at end of SD, DD, and CD phases FD&C will utilize Unifier Checklists to record signoffs Commissioning Agent works with FO to provide signoff Process Repeats For Concept, SD, DD, and CD phases Award Contract FD&C submits Plans & Specs for review Project Review Mtg. w/ Engineer FD&C submits Plans & Specs for review Bid Phase Review Redesignn FD&C Reviews bids Const. Phase Review Review Review Review 2 Wk Review Redesign Period Develop Bid Package A/E team provides 2 hardcopies & 1 electronic sets of plans & specs to FD&C-E contact. FD&C-E contact distributes drawings to FO and arranges review meetings to include Commissioning Agent. FD&C-E & FO issue comments to Commissioning Agent back to FD&C at meeting with Design Engineer. Engineer reviews and addresses comments on design review sheet. FD &C scans and records comments All bids must be based on Pre-Approved Construction Documents. Value Engineering of Infrastructure items must be reviewed and approved by FO .
