U.S. Navy Enlisted Rating Structure and USN / USMC Ranks and Insignia

Learning Objectives l The Student will: – (identify) the Navy and Marine Corps rank/grade structures and insignia and will be able to relate them to their counterparts in the Army and Air Force – (recall) the enlisted rating symbols and associated skills – (recall) the requirements for the advancement in rate or change in rating – (identify) the type of training utilized to qualify for rating classification

Terminology l Rate: The level of rating è Example: Electricians Mate 3rd Class (EM3) è (Rating + Pay Grade = Rate) l Non-rated: E-1 to E-3 E-1: Recruit (Seaman Recruit) E-2: Apprentice (Seaman Apprentice) E-3: Seaman l Petty Officer: Pay grades E-4 to E-6

Terminology l Striker: Person training for a specified job in paygrades E-1 to E-3 l MOS- Marine Corps equivalent to Navy’s rating

Navy Enlisted Rates l Rating - Field calling for certain skills and aptitudes (BM, IS, MM, etc.) See pages 32-47 in Bluejackets’ Manual l Rate - the level of rating (Boatswain’s Mate First Class) l Paygrade - The serviceman’s classification for pay purposes (E-1, E-6, E-9, etc.)

Schools for Enlisted Personnel l Class “A” School that provides basic, rate- specific training for in-rate duties (e.g. Intelligence Specialist “A” School).

Schools for Enlisted Personnel l Class “C” School that provides advanced, rate- specific training for Sailors who need to acquire special skills within their rating. Can impact reenlistment status!

Advancement / Change in Rate l Eligibility Requirements – Time in rate (TIR) – Meet physical readiness and body fat requirements – Complete leadership courses (E6 – E8) – CO’s recommendation l Meritorious promotion (Command Advancement Program)

Time in Rate (TIR) l E-1 to E-2 = 9 months l E-2 to E-3 = 9 months l E-3 to E-4 = 6 months l E-4 to E-5 = 1 year l Above E5 = 3 years

Women in the Navy l Rating policies: Almost all rates are now open to women in the Navy – Exceptions: All submarine/SPECWAR related ratings

Determining a recruit’s rating l Armed Services Vocational Aptitude Battery (ASVAB) l Personal Desires l Needs of the Navy

Navy Enlisted Classification Code (NEC) – Entry Series: Personnel who are not designated as strikers but have either the aptitude or the training for an appropriate rating (E-3 and below). – Rating Series: Supplement the general and service ratings (subspecialty in rating). » Example: HM1 with experience in preparation and maintenance of eyeglasses has a rating series of an optician.

Navy Enlisted Classification Code (NEC) – Special Series: Secondary skills non- related to rating. » Example: BM3 with experience as a dog handler. – Alphanumeric Series: Equipment specific skills or training level. » Example: HT3 who operates a fork lift or tractor.
