Article VI, A & B (pg. 11) & Article XIX, A Meal Break Unpaid meal breaks are now called meal periods.

Article VI, C & D (pg. 14) Comp Time Requests to use comp-time should be made in writing (via eTime, if possible) at least twenty- four (24) hours in advance. We have renamed and re-indexed the sections on Comp Time so they are clearer and both appear in the index. Section C 5 will become the new Section D and will be called “Compensatory Time – Non-exempt”. The current section D will become section E and will be named “Compensatory Time – Exempt”

Article VII, A (pg. 15) Pay Periods “Pay periods will be bi-weekly on Fridays including the period when the summer schedule is in effect. If a regular payday falls on a premium holiday, employees shall be paid on the business day preceding the holiday.” Net effect: we’ll get paid every two weeks on Friday, unless that Friday falls on a premium holiday.

Article VII, B (pg. 16) Additional Work - Part Time Part-Time members who assumes duties of the same or lower classification level will receive his or her current rate of pay. – Under the old contract, PT members received a lower pay rate if they accepted additional hours in a lower position.

Article VII, D (pg. 16) Long-Term Temporary Promotion Removed reference to “step”. Employees who are temporarily moved into a higher classification level will receive the minimum salary for the classification level or a 10% increase in their current salary, whichever is higher.

Article VII I, J, K (pg. 18-19) PDQ’s and Position Redesign Article VII: Hay Committee now consists of at least three people from admin and at least three from SSECCA. New PDQ form has been developed. Incomplete forms will be returned. Notification of the Hay panel decision and a copy of the final PDQ will be sent to the employee, the employee’s supervisor and the Union within five working days.

Article VII, J (pg. 19) Request for Position Classification Review “If an employee believes that the essential duties… has changed substantially, he or she should prepare a revised PDQ using tracked changes on the most recent version and the supervisor section must be completed. The PDQ must be signed by the employee and by the employee’s immediate supervisor. The changes to the work must be noted, and the PDQ must include the date when the noted work changes began in order to be considered for review.” Completed forms must be emailed to HR and copied to the supervisor and all affected employees.

Article VII, M (new language) Uniforms “Employees [e.g., custodial and food service] who are required to wear uniforms will be provided uniforms consistent with the practice of their department.” This includes probationary employees as well.

Article VIII, A (pg. 20) Professional Development The PD request form must be submitted to your supervisor. Your supervisor will track your requests and determine whether you are eligible for funds. The number of requests and the amount of each request will be tracked by your supervisor. To qualify, an employee must be a current employee with one year of service and the request must identify a goal or objective related to the strategic plan, which can be departmental, institutional, or personal. Article VIII, A (pg. 20) Professional Development The allocation of money has been increased from $75,000 to $87,000 per year. Unused funds will roll over. The per-person limits remain unchanged ($2,200 per year for a Full Time member and $1,100 per year for a Part Time member)

Article VIII, C (pg. 22) Professional Growth Professional Growth Day has been eliminated. Section C has been renamed as “Training”, and it now simply states that the Board will grant a minimum of four hours of professional development training to each employee annually. Employees will work with their manager to identify appropriate training opportunities each year.

Article VIII, D (pg. 23) Membership Meetings SSECCA is now going to be provided the opportunity to hold two, 2-hour meetings annually. In each 2-hour meeting, one hour will be institutionally granted and the other hour will be the employee’s meal period, benefit time, or unpaid time off.

Article IX, A (pg. 23) Vacancies All Bargaining Unit applications shall be guaranteed the opportunity to interview for a vacant position so long as they meet all of the following criteria: – The application is completed in full – The application is submitted by the “soft” closing date (5 business days after the posting date) – The applicant meets the minimum requirements – If supplemental materials are requested with the application, they must be provided and they must be accurate.

Article IX, G (pg. 25-26) Probation Section G 2 is eliminated. Section G 1 now applies to both Full Time and Part Time. Net effect: probation is 90 days for everyone. Under the previous contract, Part Time members were under probation for 180 days.

Article XII (pg. 29) Termination New title: “Article XII: Discipline/Just Cause” Added line: “The College agrees that disciplinary action shall be in a timely fashion with progressive and corrective discipline.” The existing paragraph remains as-is.

Article XVII, A (pg. 40) Insurance Health & Dental Insurance Co-Pays: – Employee-only coverage: Current: 10% Effective July 1, 2014: 11% Effective July 1, 2015: 12% Effective July 1, 2016: 13% – Dependent coverage: Current: 20% Effective July 1, 2014: 20% Effective July 1, 2015: 21% Effective July 1, 2016: 22%

Article XIX, B (pg. 42) PTO No longer earned in arrears! Accrues as you go – for every hour you work you earn PTO. Formula for PTO no longer includes days the school is closed (e.g. spring break, winter break). Previously, these days counted against the average hours. Service credit: Part-time members will earn additional PTO for every two years of service, capping at ten years of service. (Continued…)

Article XIX, B (pg. 42) PTO PTO formula (PTO hours earned for each hour worked): PTO is based on the average number of hours the member works per day. So a PT member who works 6 hours per day on average should get ~60 hours of PTO in year 1 (10 days) and ~90 hours of PTO in year 10 (15 days). Article XIX, B (pg. 42) PTO On August 31, 2014, any PTO not used will be paid out as per the current contract. This will be the final annual payout. On September 1, 2014, PT members will get their accrued PTO from FY 14 as per the current contract. The switch from earn-in-arrears to accrue-as-you- go happens September 1, 2014. On September 1 of each year, a maximum of 100 hours of PTO will carry over. PTO above this limit will be lost. Upon termination, any unused PTO will be paid out.

Article XVIII, A (pg. 41) Salary Salary Grades 7, 8, and 9: new minimum wage in FY 15: – Grade 7: $10.50 – Grade 8: $10.93 – Grade 9: $11.49 Grades 10-15, minimum wage increases by 1.5% in FY 15. For every year after, all grades increase by 1.5%. (Continued…)

Article XVIII, A (pg. 43) Salary Salary rate increases: July 1, 2014: 3.65% July 1, 2015: 3.75% July 1, 2016: 4.00% With the increase to the grade 7’s, 8’s, and 9’s, the average annual increase for our whole bargaining unit is 4.05% over three years.

Retro Dates for Salary Assuming we ratify this proposed contract, the salary increases will be retroactive to July 1, 2014. However, Payroll has informed us they will not be able to catch up on the back-pay owed until the following dates: – September 26, 2014: Part-Time Members – October 10, 2014: Full-Time Members
