10 AFRH Background Home founded in 1851 as retirement home for enlisted military AFRH is an independent Executive Branch Agency, but head reports to SecDef. Home operates from a trust fund – does not get appropriations Four sources of revenue Trust fund interest Fines & Forfeitures Resident Fees $0.50/paycheck fee Home has capital investment needs and insufficient funds to support

Situation: Client has an underutilized real property asset and financial needs GSA is providing services to Armed Forces Retirement Home (AFRH) in the areas of: Total asset management strategy Strategy implementation Legal support Technical support for environmental and historic preservation processes Project management services

Situation: GSA currently serves as the AFRH redevelopment project manager/ It coordinates all activities relating to: Master Planning Section 106 and 110 review processes Environmental impact Land use review processes Performed on reimbursable basis Working with AFRH since 2005

GSA will support collection of rent across approximately 19 parcel leases Will select from a cadre of support contract vehicles that GSA uses to help administer its own rent collection efforts GSA internal billing expertise

Support needed for annual review of financial reports on the development GSA will draw on firms currently supporting GSA financial services requirements

17 Real Estate Periodic real estate consultation / analysis will be required at various points in the transaction Selection of fixed vs. participation rent Analysis of proposed TI costs GSA will retain on as-needed basis the firm currently involved in helping craft the Master Plan Continuity Familiarity with project

18 Legal Review Legal services will be needed to review parcel leases as they are finalized and signed GSA team will support via use of GSA in-house counsel as well as outside law firm used to draft and negotiate the development agreement and leases Service provided on as-needed basis

GSA will utilize support contractors from its Design Excellence program to assist AFRH in the review of design and construction drawings Review by GSA Property Development Division

GSA will utilize support contractors from its Design Excellence program to assist AFRH in the monitoring construction Review by GSA Property Development Division

21 Environmental GSA will draw on firms currently supporting GSA on other environmental matters to support environmental expertise needs for remediation / other environmental needs GSA in-house environmental experts will provide support and oversight to both AFRH and support contractors

22 Project Organization GSA Program manager will coordinate both GSA internal and support contractor roles as project needs change Provides single point of contact for AFRH management Provides for continuity in project team – retaining Master Plan development consultants to maximum extent Allows AFRH to benefit from both GSA internal knowledge as well as from GSA ability to leverage subject matter expertise
