Paul’s explanation with the believer's struggle with Sin leaves us looking for a word Hope. We will find this Hope in chapter 8
5
Most scholars believe Paul was talking about the sinner’s struggle with sin day by day and that the Christian life is not just automatic moral perfection. Paul has in mind a principle not a Law.

When you are attempting to serve God in the Spirit, have you discovered that the old nature is right there to bring evil? Perhaps an evil thought will come into your mind. Every child of God, regardless of his state, must admit that in every act and in every moment evil is present with him. Failure to recognize this will eventually lead to shipwreck in the Christian life. McGee, J. V.

22I love God’s law with all my heart. 23But there is another power within me that is at war with my mind. This power makes me a slave to the sin that is still within me. 22I love God’s law with all my heart. 23But there is another power within me that is at war with my mind. There are two competing laws at work in the believer. One is God’s law. We know it is perfect, holy and more desirable than any treasure.

77The instructions of the LORD are perfect, reviving the soul. The decrees of the LORD are trustworthy, making wise the simple. 8The commandments of the LORD are right, bringing joy to the heart. The commands of the LORD are clear, giving insight for living. 9Reverence for the LORD is pure, lasting forever. The laws of the LORD are true; each one is fair. 8 9 7 8 9

1010They are more desirable than gold, even the finest gold. They are sweeter than honey, even honey dripping from the comb. 11They are a warning to your servant, a great reward for those who obey them. 11 10 11

You see, you don’t get rid of the old nature when you are saved. And yet there is no power in your new nature. Verse 23 “I see a different law” is the enmity of the old nature against God. It causes the child of God who is honest to cry out. McGee, J. V.
12
Enmity The state or feeling of being actively opposed or hostile to someone or something.
13
We struggle because we are made out of flesh. We have the knowledge not to sin but because we know sin we feel tempted to sin.
14
The Waging war with sin will always be till the day we die. Obedience is the only way to over come the sin that dwells inside of the Born Again Believer.

We want to do right but we despite our best efforts will still sin. Paul states Who can rescue me from this old nature?
18
This is not an unsaved man who is crying, “O wretched man that I am”; this is a saved man. The word wretched carries with it the note of exhaustion because of the struggle. “Who is going to deliver me?” He is helpless. His shoulders are pinned to the floor—he has been wrestled down. Like old Jacob, he has been crippled. He is calling for help from the outside. McGee, J. V.

25 Thank God! The answer is in Jesus Christ our Lord. So you see how it is: In my mind I really want to obey God’s law, but because of my sinful nature I am a slave to sin. 25 Thank God! Paul thanked God that through Jesus Christ he provided a way to deal with the struggle of sin. These two opposing forces will always be in the Believer but thank God there is no Condemnation and we can live without fear of dying lost and going to Hell.
