8 Proposed Ordinance  Child Day Care Permitting Process – Permitted use in Commercial zoning districts – Special Exception in some Residential zoning districts – New Child Day Cares go through Commercial Site Review (Chapter 30)

9 Proposed Ordinance  Add crash impediment requirements (new Sections 9-656 – 9-665)  Board direction limited to child day cares  Effective date October 1, 2015  Standards would apply to new child day cares  Existing child day cares must come into compliance by date certain

10 Proposed Ordinance  All new child day cares permitted after effective date would need to comply with new standards – Building permit – Use permit  Major renovations would be required to comply with new standards – Significant upgrade to structure – New playground area – Upon new construction of parking lot – Anytime ADA compliance must be met

14 Grant Program  Business Assistance for Neighborhood Corridors (BANC)  Not exclusively limited to BANC areas  General fund grant  Managed by Neighborhoods Density Map of 72 Vehicle Versus Building Accidents

15 Grant Eligibility  Existing child day cares that meet requirements of ordinance – Projects outside safety impact zone not eligible  Must be single site facility (no chains) – No financial need / hardship statement – No minimum or maximum enrollment

16 Grant Program  Reimbursement grant – Limited to $5,000 per site or 100% of actual, eligible costs Engineering and permitting Construction – No match required – Open process each year as funding is available  Budget request in FY 15/16 for $200,000 – Program likely needed for 5+ years
