PROGRAMME OBJECTIVE 2 To raise awareness on the status and rights of people with disabilities, and to develop and popularise norms and standards for mainstreaming of disability considerations into legislation, policies and programmes through consultative processes. To monitor, evaluate and report on progress and impact made on the realisation of rights of people with disabilities through an integrated monitoring and evaluation system. To enable public and private sector institutions to deliver on the realisation of the rights of people with disabilities by establishing institutional mechanisms, as well as by facilitating and/or providing institutional support and training. 8/7/2015

12 MAIN ACHIEVEMENTS KPIQ3 Target Achieved Progress Information National Disability Awareness Campaign Coordinated Launch of National Disability Awareness Month and International Day of Persons with Disabilities celebrations coordinated A total of 75 news items were sent out to stakeholders through DisabilityRights Disability rights awareness month material has been developed The Disability Rights awareness month Calendar and media plan was finalized and circulated and published on GCIS website The RPD unit and the Deaf Community in partnership with the SABC has hosted the Zwakala Awards which highlight the drama and acting talent of young Deaf people between the ages of 07 and 19. The Minister delivered a key note address in this event. The Department successfully intervened and pulled the offensive Old Mutual Disability Cover radio adverts from air Successfully co-hosted the Launch o the Disability Rights Awareness month in Kwazulu-Natal Launched “Can you imagine book”, Best practice report on HIV and Aids and Disability, hosted seminar on HIV /Aids as a cause of blindness Conducted 12 radio interviews on local and national radio stations on the theme of the month The Gala Dinner to host the National Disability Awards and the announcement of the winners of the Gifted Stars as the national celebrations of the International Day of Persons with Disabilities was successfully hosted in Mbombela, Mpumalanga, attended by about 250 persons The Presidential Siyahlola Dialogue on the 4 th of December convened in Mbombela, Mpumalanga, as the closing event of the National Disability Rights Awareness Month, was successfully co-hosted with The Presidency and the Mpumalanga Provincial Government. A woman with a disability was one of the keynote speakers at the closing event of the 16 Days Campaign

8/7/201514 PROGRESS MADE ON Q1 & Q2 TARGETS KPIQ1 & 2 TargetProgress Information National Disability Policy published Legislation audit completed Pre-final draft of NDP consulted The project has been placed on hold while negotiations with the Ford Foundation with regards financial and technical support for the process. The RPD held a meeting with The Presidency (Cabinet Office) to determine the process of beginning to compile the Regulatory Impact Assessment (RIA) on National Disability Policy & Legislation in relation to cost analysis and impact of Disability legislation. This process will be completed February 2013 The RPD unit held a meeting with University of Western Cape Disability Law & Policy centre to evaluate the possibility of a Disability legislation for South Africa and to determine the need thereof. The outcome of the discussion was that further consultation with the Disability sector needs to happen so that we reach consensus and solicit necessary expertise in this field. The Ford foundation proposal to fund this process has been completed and is being discussed between the DDG and Acting DG Universal Access Strategy approved Status Report on universal access in transport, built environment and ICT finalised Minimum Norms and Standards for Universal Access and Design consulted and finalised The project has been placed on hold while negotiations with the Ford Foundation with regards financial and technical support for the process. The RPD unit held a meeting with stakeholder team from the Disability sector universal access forum to determine the consultative process on the universal access strategy. The Disability sector has indicated their special interest and their willingness to assist in this process. A letter to DG’s of Departments has been issued by the Acting DG for nomination of participants in the universal access task team and RPD is awaiting response from Departments. The RPD and National Dept of Tourism are working together on finalizing the norms and standards for accessible Tourism

8/7/201515 PROGRESS MADE ON Q1&2 TARGETS KPIQ1&2 TargetProgress Information Participation by disability sector in key sector policy development processes & government programmes facilitated Disability sector participation in Inclusive Education Strategy, the review of the Funding Model for Special Schools, NHI and district support and ward-based support models facilitated Disability sector participation in development of minimum norms and standards for Disability Units in Institutions of Higher Education, Expanded Public Works Programme and redressing backlog in assistive devices facilitated The EE Amendment Bill, Revised BBBEE Codes of Good Practice and Technical Assistance Guidelines were circulated to the sector and external stakeholders for comment Held a Presidential Disability consultation summit with the Disability sector to determine the process of promulgating the Disability legislation, universal access strategy and aligning other relevant policies (Summit resolutions available) SA Country Plan of the African Decade Continental Plan implemented and coordinated SA Chapter of Continental Plan consulted SA Chapter of Continental Plan approved Attended the Experts and Ministers meeting of the AU Conference of Ministers of Social Development to finalise the AU Disability Architecture The RPD unit held two meetings with DIRCO and the African Decade secretariat to finalize assistance to the Secretariat through the African Renaissance fund and to finalize the arrangement for the hosting agreements DIRCO and DWCPD to conclude this process and prepare the final MOU between parties concerns.

Report with comment template widely circulated to 2143 stakeholders on the DisabilityRights Mailing List, also made available on government website, submitted to Portfolio and Select Committees on Women, Children and People with Disabilities and tabled to Presidential Disability Summit On track for depositing with UN before end of this financial year

8/7/201518 PROGRESS MADE ON Q1&2 TARGETS KPIQ1 &2TargetProgress Information Intervention model to accelerate access to education for children and young people with disabilities developed An Intervention Model to improve teaching and learning in special schools developed and piloted in one school Progress reports from intervention in targeted school in Eastern Cape awaited for consolidation into an Intervention Model Stakeholders coordinated to finalise and implement development programmes at targeted centre in Limpopo. Centre ready for launching in Q4 Two institutional support interventions to facilitate equal access to Employment and Economic Empowerment Opportunities for People with Disabilities coordinated A model outlining norms and standards for mainstreaming disability considerations in skills development centres developed Communicated with FET colleges regarding planned visits to consult on the model to improve access, teaching and learning. Facilitated the establishment of Disability Centres and support to existing centres in 14 Higher Education Institutions and distributed documents on best practices among them.

BRANCH CHALLENGES REQUIRING INTERVENTION 22 The staffing of the Programme remains dire Delays in receiving permission to proceed with procurement of service providers firstly due to potential department-wide financial constraints until the AENE were finalised and thereafter due to department-wide cost curtailment measures, demotivate, waste time and prevent delivery
