5 What is this measure? Replace linear fluorescent lighting (T8 or T12) with LED strips in reach-in display case Energy Saved as LEDs have higher lumens/watt ratio than Linear Fluorescent lights – Direct Savings: Less energy required for lighting – Interactive Savings: Refrigeration energy saved as less heat released into refrigeration system 5

6 Measure Specification Update Current workbook does not specify a product standard for LEDs Product standard for LEDs specified in Grocery Open Case LED Retrofit Measure – Minimum CRI of 75 – Minimum of 70% of initial lumens at 50k hours – Minimum 3-year manufacturer’s warranty Staff recommendation to adopt Open Case product standards for Reach-In Display Case LEDs as well 6

7 Small Saver CAT proposal to change Measure Category to Small Saver – Uncertainty in baseline lamp wattage and HOO estimate – Total remaining regional potential ~2.3 aMW As per CBSA, approx. 49 % of regional display case lighting is already LED Regional potential calculated using CBSA data coupled with proposed energy savings estimates 7

8 Remove Measure Identifier: LEDs in New Case Current workbook has a LED Upgrade for New Case measure – Same energy savings as retrofit, reduced incremental cost CAT research showed that most new case doors use LED lights (Hussman, Hill Phoenix and Zero-Zone) Staff recommendation: Discontinue this measure 8

9 Remove Measure Identifier: LED Watt/ft Currently separate measure identifiers for Low Power and High Power LED exist – As per CLEAResult data only 4% of total installed linear feet to be in the high wattage category CAT proposal to have one weighted average LED watts/ ft – No differentiation for baseline lighting on basis of wattage or lumen output in current workbook 9

10 Add Measure Identifier: Case Temperature Interactive savings from refrigeration system account for at least 30% of total measure savings Current workbook applies actual installation data to forecast distribution of installation between low temp (LT) and med temp (MT) case – These data are not collected anymore Current Assumption ~ 65% LT, 35% MT Recent BPA install show opposite trend ~ 35% LT, 65 % MT Staff proposes adding case temperature, Low and Med Temperature, as measure identifier 10

12 Annual Hours of Operation Proposed Assumption: 6,359 Hours/ year – Weighted average of CBSA hours per year Grocery Stores are “Occupied” Indicates hours building is open for business plus internal maintenance Current Assumption: Weighted average of 18 hours/ day and 24 hours/ day grocery stores. – Based on PECI data at the time of current workbook update – Similar data do not exist and have not been collected 12

13 Data Used to Update Measure: Efficient Case CLEAResult provided CAT with a sample of LED installs from the last 6 months Data summary: – Records: 31 1,888 linear feet of LED install Average LED wattage from data: 2.7 Watts/ ft – 8 % precision at 90% confidence level 13

14 Data used to update the measure: Baseline Specs - T8 Lamps Preliminary internet research conducted to estimate common T8 lamp wattage for reach-in display case application – Upper bound ~ 11.6 W/ ft – Lower bound ~ 7.1 W/ ft – Staff proposes using an average – 9 W/ ft Current workbook uses wattage close to the upper bound for T8 lamps – Ballast factor: 0.98 average of high, low output ballast. unchanged from current workbook 14

17 Measure Lifetime LED EUL = 7.6 years (50,000 Hours) – Utilized product research conducted for 7 th Plan EUL (Years)= EUL (Hours)/ Annual HOO Linear fluorescent lamp EUL: 3 Years (20,000 Hours) – Utilized product research conducted for the 7 th Plan Linear fluorescent lamp RUL = 1 Year – DEER assumption: RUL = EUL/3 – CAT recommendation: DEER assumption is reasonable 17

18 Baseline is Current Practice at End of Base Lamp RUL What is current practice at end of RUL? – Combination of LED and T8. As per CBSA, LED cover 49% of all available linear feet of display case lighting – Proposed current practice assumption: 51% T8, 49% LED Full savings and cost assigned during base lamp RUL period Reduced savings and cost assigned for remaining LED EUL period Same method of analysis as the EC Motors measure presented earlier 18

19 Energy Savings 19 These savings go away after 1 year (RUL) These savings persist through the EUL No comparison shown as measure identifiers have changed. Previous savings estimate ranged from 85-120kWh for T8  LED and 113-150 kWh for T12  LED upgrade First year savings

20 Incremental Cost 20 Proposed first year incremental cost = $22/ foot – Source: CLEAResult install data from 2015 – Current workbook cost range $29 - $43 for retrofits Total Cost over EUL of measure is $7 – PV Cost of current practice installation over EUL of measure = $ 15 Same methodology as the EC Motor measure
