2 National Historical Development  1642 – Massachusetts Law of 1642 provides foundation for mandatory education in America  1889 – Jane Addams established Hull House in Chicago (health and educational services to working families in immigrant neighborhoods)  John Dewey – influenced by Addam’s work and moved for schools being concerned with improving social order  20 th Century – cities begin recognizing schools as social centers and many states allow school facilities to be used for community use

3 National History continued..  1930-1975 – Community School Movement  Great Depression Era – schools were viewed as investment and school facilities continued to have multipurpose use (community development and integration of community resources)  Charles Mott – youth recreation, school-linked health along with social services within schools  Frank Manley – Physical Education teacher who pushed for community/school partnership  1932-35 Manley and Mott teamed up to combine their concepts to create after-hours programs in schools

4 National History Continued..  1935 – Mott Foundation program initiated with a $6,000 grant for five elementary schools to open for after hour and Saturday activities  1945 – Flint, MI opens 1 st interracial Community Center  1952 -Freeman Community School, specifically designed for CE  1972 – long-range plan for CE developed  1974 – CE plan implemented throughout nation, Community Schools Act  1997 US Congress passed “21 st Century Community Learning Centers Program”

5 CE in Minnesota… 1960’s  A few rural schools “turned on the lights”  1968 – Minneapolis established 1 st CE Service Department in the state  1969 – Governor LeVander calls for “lighted schoolhouse.” LeVander states “I called this conference to ask your help in determining how we can make the school become the home base for learning for everyone” 1970’s  1971-Community School Bill passed by state legislature. MN became fourth state to have such legislation. Created State Director of Community Education, $5,000 per school district for starting CE programs (16 CE Districts in MN)  1972 – MCEA formed (4 th in nation)  1972-74 University of St. Thomas, Minnesota State University, Mankato and St. Cloud State create graduate training programs for CE  1975-$1.00 state aid match for school districts levying  1977- Levy increased to $2 per capita, $0.50 state aid is retained  1979 – Levy becomes $2.50 per capita

6 Community Ed MN History… 1980’s  1976-83 ECFE programs piloted, adults w/ disabilities established, ABE included in CE at state and local level  1984 – permissive levy, equalized, for ECFE  1985 – legislation funds adults w/ disabilities programs  1987 - Legislation permitted school districts to levy to develop youth development plans  1987 - Legislation approved Community Education Director Licensure rule  1988 – State-wide vision of CE was developed  1989 – 20 th Anniversary of CE in MN

7 CE in MN continued… 1990’s  1990 Licensure rule for CE went into effect  1991 – 1 st CE Director competency-based licenses were issued  1992 – Legislature passed a bill to allow local levies for student with disabilities to enter school aged child care programs  1994 – 25 th Anniversary of CE Today..  CE expands on traditional school roles by servicing all ages, opening schools year round, increasing days and hours of operation  CE Directors may also operate as the school district publication/PR system, wellness efforts, local collaborative effort, parent/volunteer coordination, etc.
