2 Office of Health Care Access Overview To ensure that the citizens of CT have access to a quality health care delivery system Advise policy makers of health care issues Inform the public and industry of statewide and national trends Design and direct health care system development Implement and oversee health care reform

3 OHCA’s Major Functions Administration of CON program Health care data collection, analysis and reporting Hospital financial review and reporting Statewide Facilities and Services Plan Health Care Reform

4 CON and Planning Overview 36 CON states with varying levels of regulation 25 of the CON states have State Health Plans 8 have Specific Service Plans DPH/OHCA is promoting effective health care planning by: –Aligning CON with a statewide Facilities and Services Plan –Linking the goal of the State Health Plan – improving health status of the population – via Healthy CT 2020 - with the goal of the Statewide Facilities and Services Plan – improving access to heath care services

5 Statutory Mandate OHCA shall conduct an annual statewide health care facility utilization study –acute hospital care –hospital emergency care –specialty hospital care –outpatient surgical care –primary and clinic care –geographic areas and subpopulations that are underserved or have reduced access OHCA shall create and maintain a statewide health care facilities and services plan.

6 Statutory Mandate cont. OHCA shall establish and maintain an inventory of ALL health care facilities, equipment and services in the state. This does include facilities exempt from CON. OHCA shall develop an inventory questionnaire that facilities and providers must complete biennially. Facilities and providers are not required to provide patient-specific data or financial data. Questionnaire seeks the following information: –name, location and type of facility –hours of operation –types of services provided at location –total number of clients, treatments, patient visits, procedures or scans

7 CON and Planning in CT Reactive and Competitive vs. Proactive and Collaborative Provides guidance and context to decisions Development of standards, guidelines and methodologies Establishment of an inventory of facilities, services and equipment in CT Analyzing disease incidence and prevalence and service capacity and regionalization Identifying unmet needs of populations and gaps in access to services Projecting future demand for specific services

8 OHCA promotes quality health care that ensures access for all state residents to cost-effective services that avoids duplication and improves the availability and financial stability of health care services throughout the state.
