3 PHI LED STREET LIGHT PILOT PROJECT Background –2007 PHI Distribution Standards began researching LED Technology for roadway use. –Information obtained from pilots in the City of Ann Arbor, Michigan and Toronto, Canada identified two manufacturers - Relume and Lighting Technologies; a third manufacturer, eLumen, was identified in 2008. These three LED lights were installed at our Rockville Service Center in 2008 for evaluation. –Additional LED manufacturers are introducing their products. BetaLED and LED Roadway Lighting has submitted a sample for installation; Howard Industries Lighting Division and Holophane have recently introduced cobra head models.

4 PHI LED STREET LIGHT PILOT PROJECT LED Demonstration Area – PHI has installed several LED cobra head fixtures in the Rockville Service Center parking lot as a staging area for displaying this emerging technology to our local communities and jurisdictions.

5 PHI LED STREET LIGHT PILOT PROJECT Objectives of Pilot –Investigate LED technology in a cobra head application to replace inefficient incandescent lights, and also to replace High Intensity Discharge (HID) lighting as it is phased out in the future. –LED evaluation criteria would verify the following: Power consumption Ease of installation Lumen output Quality of product Luminaire life rating Input from customers

6 PHI LED STREET LIGHT PILOT PROJECT Objectives of Pilot (cont.) –Identify standards to ensure uniform performance and product criteria. (i.e. IESNA RP-8-00). –Look to manufacturers to identify various issues which can affect uniformity of product. Lumens per watt release Agreed-upon wattage classifications Dark Skies compliance Heat dissipation/management Warrantees for premature failure Long Life Photo Cell –Gain customer interest and input: Glare issues Coolness of light for high color temp fixtures –Compile information, determine viability of this technology, publish report and potentially establish tariff rates.

7 PHI LED STREET LIGHT PILOT PROJECT Selection of Pilot Locations –Pilot Locations selected to meet set criteria Establish pilots prior to upcoming Holiday Seasons to attract a large number of visitors and gain wide public interest. Select public areas with high visibility which attract larger volumes of people - retail/dining locations, gathering places, and close proximity to Metro. Limit pilots to areas which can physically handle increased traffic levels due to advertising these pilot locations for public feedback. –LED Pilots to be established in both Pepco counties and all PHI regions. Pepco – Two (2) pilots in Montgomery County & two (2) in Prince George’s County. DPL - Pilots in each of two(2) Districts in the PHI Bay Region and two (2) Districts in the New Castle Region TBD. ACE – Pilots in four(4) Districts in New Jersey. –Each pilot location to consist of ten (10) LED lights.

8 PHI LED STREET LIGHT PILOT PROJECT LED Manufacturers –For first pilots, Pepco is working with several LED manufacturers to provide a variety of fixtures currently available –Primarily focused on cobra head fixtures to replace existing incandescent and HID lighting (MV and HPS). –Selections based on ability to meet lumen output and light patterns/distribution for replacement of existing fixtures (typically 70W HPS & 100W MV). –LED Manufacturers for initial pilots in PHI Elumen - Modular design and Intelligent Electronic Driver Lighting Technologies - Lightweight fixture; early production LED Roadway - Solid state design BetaLED - LA/Clinton initiative; available in variety of wattages Sternberg

9 PHI LED STREET LIGHT PILOT PROJECT Implementation Plan –Select LED fixtures to be installed and evaluated in the selected municipalities for a six month pilot. –Execute a Memorandum of Understanding (MOU) between the selected municipalities and PHI to address billing, objectives of pilot project, ownership of equipment, possible outcomes, etc. –Begin pilots in fourth quarter of 2009 across PHI. –Sign boards to be installed at each location announcing pilot and pointing to information & questionnaire on website. –Publish results of pilots and share information with customers and others; determination to be made moving forward. –Establish tariff rates for LEDs based on information learned from pilots.
