Milk Requirements: USDA CACFP 21-2011 REVISED STATE AGENCY CACFP MEMO 2012-02 O Two years and older must be served 1% low fat or fat free (skim) milk. O It is recommended Whole milk be served to 1 to 2 year olds.

Acceptable Milk for 2 year old children or older O Flavored or Unflavored O Fat-free or low-fat lactose reduced milk or lactose free O Fat-free or low-fat buttermilk O Fat-free or low-fat acidified milk

Medical Exemptions O For medical reasons, non-dairy beverages can be used. O Must be nutritionally equivalent to milk and meet the nutritional standards found in cow’s milk. O State Agency medical referral form must be completed and signed by the physician.

Parent Request Exemptions O A parent may provide a written request that their child be served a non-dairy substitute. O A parent cannot request juice or water instead of milk. O Parent requested substitutions are at the option and expense of the facility. If too great of cost burden, the parent can be asked to bring in the substituted item. O Substitutions due to religious reasons should be honored.

Allowable Milk Substitutes O Soy milk – make sure the nutrition analysis is comparable to cow’s milk Allowable substitutes: Pacific Natural Foods Ultra Soy All Natural Non Dairy Beverage (Plain or Vanilla) Kikkoman Pearl Soymilk, Smart Creamy Vanilla SunOpta Sunrich Naturals Soymilk, (Original or Vanilla)

Guidance on Income Eligibility Determinations and Duration (CACFP 06-2012) O Income Applications are valid until the last day of the month in which the form was signed and dated one year earlier by the center’s official. O Once a household is approved for free or reduced price or tier I benefits, the household remains eligible for those benefits for a period not to exceed 12 months, regardless of any change in household income.

Guidance on Income Eligibility Determinations and Duration (CACFP 06-2012) O Temporary Approval of Income Applications has been eliminated. O If the parent has stated on the Income Application ZERO income or No INCOME, then it is approved as Free for one year. O If the Income Application is not filled out, or nothing is recorded in the income section, it is considered an incomplete Income Application and must be approved as Paid.

Smoothies Offered in Child Nutrition Programs (CACFP 17-2012) O Milk & Fruit can be credited in smoothies prepared by program operators to meet meal pattern requirements for any meal. O The types of milk used in smoothies must be consistent with the types of fluid milk acceptable for the specific age group being served. O Pureed fruit included in a smoothie can be counted as juice toward the meal.

Smoothies Offered in Child Nutrition Programs (CACFP 17-2012) O Commercially prepared smoothies may only be credited toward the fruit component. They may not be credited for fluid milk. O Smoothies with dietary and herbal supplements are not creditable for CN Programs. O Smoothies may be offered at any meal. It is not recommended to offer a smoothie at both breakfast and lunch on the same day. O If a Smoothie is served at snack, a third component must be served to be creditable.

CACFP interagency coordination to promote health and wellness in child care licensing Requires USDA, in cooperation with DHHS, to encourage state licensing entities to include criteria for nutrition and wellness standards in licensing determinations Sec. 223. Study on nutrition and wellness Requires a periodic study of nutrition and wellness quality in child care settings, in consultation with DHHS Sec. 331. Review of application material and permanent agreements Requires CACFP State agencies to enter into permanent agreements with institutions Requires one-time application to CACFP, with annual updates Requires state agencies and sponsors to vary their site visits

State liability for payments to aggrieved CACFP institutions Requires a State agency to pay, from non-Federal sources, all valid claims for reimbursement resulting from the failure of the State agency to meet regulatory timeframes for fair hearings. Sec. 333. Transmission of income information Allows FDCH to assist in transmitting household income information Sec. 334. Simplifying and enhancing administrative payments to sponsoring organizations Reimbursements based solely on the number of sponsored homes times the reimbursement rate Allows sponsors to carry over 10% of their administrative funds into the next fiscal year

The Healthy, Hunger-Free Kids Act of 2010 (Summary) Sec. 336. Reducing paperwork and improving program administration Requires the Secretary to work with states and institutions to review and assess paperwork in CACFP and make recommendations. Sec. 337. Study of CACFP supper program Requires a report to Congress on best practices for soliciting sponsors and any federal or state laws that may be a barrier to participation. Sec. 335. CACFP audit funding Permits USDA, beginning in FY 2016, to increase the amount of audit funding made available to any State agency if the agency can effectively utilize said funds to improve their program.
