Retain:To create or establish internal controls or regulatory structures within the community to retain assets. Leverage: To use the asset in such a way as to attract/generate additional resources. Utilize: To strengthen the ability of the community to manage and make use of the asset. Increase: To expand and/or add value to an existing asset.
