QI Navigator Assessment Purpose: To determine if a program that: has agreed to participate in the CCAP Pilot and is unrated or with a rating below 2 Stars is likely to achieve a minimum of a Level 2 rating with additional support by June 30, 2015. The QI Navigator readiness assessment was developed to determine if a program that: has agreed to participate in the CCAP Pilot and is unrated or with a rating below 2 Stars is likely to achieve a minimum of a Level 2 rating with additional support by June 30, 2015.

Initial Required Criteria No history of persistent licensing violations AND license currently in good standing. Fewer than 25% of staff have a primary language other than English. Fewer than 20% of classroom staff positions are vacant. The QI Navigator conducts an interview with the program director, beginning by assessing 6 required criteria. If any one of the following 6 criteria are not met, the program will be advised to apply for a rating in a later phase of the rollout #1 - No history of persistent licensing violations AND license currently in good standing. #2 – Fewer than 25% of staff have a primary language other than English or in other words – 75% of staff need to be able to complete Level 2 courses which are only in English. #3 – Fewer than 20% of classroom staff positions are vacant. - High percentage of vacancies places a burden on staff just to keep classrooms running.

Initial Required Criteria With support, program has capacity for 75% of staff to complete an average of 10 hours of Level 2 online courses (must have access to high speed internet). With support, program can enter workforce qualifications for 100% of staff into PDIS. 6. No more than 2 months in the past 12 when program income did not meet expenses. #4 – With support, program has capacity for 75% of staff to complete an average of 10 hours of Level 2 online courses (must have access to high speed internet). Since completing the Level 2 courses is a Requirement for Level 2 rating, this could present a challenge if the program staff do not have adequate technology resources to complete the on-line modules. #5 – With support, program can enter workforce qualifications for 100% of staff into PDIS. Requirement for Level 2 rating #6 – No more than 2 months in the past 12 when program income did not meet expenses. If program is not financially stable, will be hard to focus on QI, director and teachers may not be available for additional work needed to prepare for rating.

Additional Criteria 13 criteria totaling 16 points. Recommended: program must score at least 7 points to continue to pursue Level Indicators of program operational & staff stability Experience with & impact of QI initiatives Availability for coaching. Other considerations If a program meets all these 6 criteria, the QI Navigator will continue the interview to gather information from the director on 13 additional criteria. a total of 16 additional points can be “earned” for the additional 13 criteria Recommended: program must score at least 7 of the 16 points to achieve a Level 2 The additional criteria look at: Indicators of program operational & staff stability Experience with & impact of QI initiatives Availability for coaching. The QI Navigator should consider what else they may know about a program and review the assessment with coaches who may be familiar with a program in making a final determination about inclusion in the Pilot.

In addition to the above steps the final step is determining if the program will move forward to pursue Level 3 or if work will focus on achieving a level 2. Supporting development of a QI Plan. d. Supporting completion of the Level 2 Self-Assessment. B is the correct answer

Develop a QIP based on targeted standards to earn a Level 3 or higher by June, 2015 & support plan for Level 2 courses. 21 points or more Remember when creating the QIP, select goals that can realistically be achieved given resources available & implementation time needed. Yes can achieve Level 3 scores If you are familiar with a program, you may know the answer to some of the interview questions or have recent scores from ERS observations. If so, these aspects of the assessment don’t need to be done but the information should be documented. Support director in completing a QIP Plan & plan for Level 2 courses to meet the Level 2 Rating requirements. Program may apply for a higher rating in a later phase of the QRIS roll-out. C. ERS Observation (One per each age level) No cannot achieve Level 3 scores

Point Structure Guide for Quality Levels 3-5 We are now going to explore the structure of levels 3-5 and how to complete the Rating Readiness Checklist First we need to look at the overall point structure Standards will be based on an accumulation of points within 5 standard categories 1. Workforce Qualifications and Professional Development Family Partnerships Leadership, Management and Administration Learning Environment Child Health Points must be gained within each of the 5 areas with a specified minimum number of points Additional points may be earned in Optional categories: Home Language Additional Professional Staff and Professional Leadership For the purposes of the CCAP Pilot we are focusing on level 3 and determining if the program can meet the 43 point requirement

This checklist can then be used to determine standards could be addressed in the Quality Improvement Plan to move the program to a higher quality level.

PRACTICE Phase B. Based on what you know about a program you have worked with, use the Rating Readiness Checklist to identify which standards the program might meet currently and calculate the number of points the program would achieve. Refer to the Rating Evidence handout for specific criteria for meeting each standard. Remember required points from Workforce Qualifications & Learning Environment. Assume that program is ready to pursue at least a Level 2 rating. Refer to the Rating Evidence handout for specific criteria for meeting each standard. MORE PRACTICE – Phase D Now assume that the program can meet minimum ERS scores for a Level 3. Go back through the Rating Readiness Checklist to identify standards that you think the program could achieve by June 30 with support to achieve Level 3. Use the Estimated Coaching Hours handout to determine number of coaching hours required. Report out.
