3G.IP/01.09.06.13R1 3G.IP 2002 Charter

3G.IP/01.09.06.13R1 2 3G.IP Mission Statement u Actively promote a common IP based wireless system for third generation mobile communications technology to ensure rapid standards development and take up by operators, vendors and application developers u Drive for completion of the standardization for an all IP based Wireless Network Architecture in 3GPP Release 5 and 6 u Define the high level direction and evolution of future releases of the all IP network beyond 3GPP Release 5 u Review and evaluate alternative wireless architectures and strive for industry convergence on all-IP architectures u Develop agreements between carriers for implementation direction and services requirements and priorities u Promote alignment between wireless and fixed IP architectures

3G.IP/01.09.06.13R1 3 3G.IP 2002 Goals u Drive the All-IP Standards Development –Perform a risk analysis of 3GPP release 5 and release 6 »Prioritize content for 3GPP release 5 and 6 »Drive for release 5 completion 3/2002 and release 6 completion by 3/2003 »Support work in 3GPP by: u focusing resources to initiate and complete work items u consensus building on critical items –Lobby IETF by individual companies rather than by 3G.IP

3G.IP/01.09.06.13R1 4 3G.IP 2002 Goals (continued)  Define the Future Evolution and Roadmap  Create a long term all-IP target architecture, with industry convergence as the goal  Architecture to be based on business and technical issues and benefits, including consideration of backwards compatibility  Adapt technical detail to the SDO to be influenced by providing high level technical contributions  Derive the 3G.IP evolution plan for release 6 onwards  Identify candidates for release 6 and 7 content and scheduling  Consider the work of other related fora (e.g. MWIF, ITU) and manage relationships with other fora

3G.IP/01.09.06.13R1 5 3G.IP 2002 Goals (continued)  Lobby as a Market Representation Organization  Assume a communications and marketing role to encourage early adoption of all-IP technology  Assume a leadership role to produce a practical staged plan, and then lobby industry and standards bodies (including 3GPP through the 3G.IP MRP status)

3G.IP/01.09.06.13R1 6 3G.IP Organization Structure u 3G.IP Management/Steering u Plenary u 3GPP Release Issues u 3G.IP Future Evolution Roadmap u 3G.IP Marketing & Communication u 3G.IP Ad-hocs 3G.IP Management/Steering Plenary 3GPP Release Issues 3G.IP Future Evolution Roadmap Ad-hocs 3G.IP Marketing & Communication

3G.IP/01.09.06.13R1 7 3G.IP Management/Steering u 3G.IP program management –Manage the work program for 3G.IP –Approval of Ad-hocs u Administrative –Manage the charter, operational procedures, legal procedures u New company membership –Criteria and evaluation u Approval of Coordination with other interest groups –Such as OHG, UMTS Forum, GSM A, UWCC, Packet cable, MWIF

3G.IP/01.09.06.13R1 8 Plenary u Works according to agreed 3G.IP working principles –Overall agenda for 3G.IP meeting –Assignment of contributions –Logistics at meeting location –Scheduling of parallel and sequential ad-hocs/standing groups –Receives Reports from Ad-hocs and standing groups –Approval of decisions and 3G.IP external contributions u Initiation of break out meetings for special topics –Meeting where a company can present a subject of general interest to the group

3G.IP/01.09.06.13R1 9 3GPP Release Issues u Drive the All-IP Standards Development –Perform a risk analysis of 3GPP release 5 and 6 »Prioritize content for 3GPP release 5 and 6 »Drive for release 5 completion 3/2002 and release 6 completion by 3/2003 »Support work in 3GPP by: u focusing resources to initiate and complete work items u consensus building on critical items –Lobby IETF by individual companies rather than by 3G.IP

3G.IP/01.09.06.13R1 10 3G.IP Future Evolution Roadmap  Define the Future Evolution and Roadmap  Create a long term all-IP target architecture, with industry convergence as the goal  Architecture to be based on business and technical issues and benefits, including consideration of backwards compatibility  Adapt technical detail to the SDO to be influenced by providing high level technical contributions  Derive the 3G.IP evolution plan for release 6 onwards  Identify candidates for release 6 and 7 content and scheduling  Consider the work of other related fora (e.g. MWIF, ITU) and manage relationships with other fora

3G.IP/01.09.06.13R1 11 3G.IP Marketing and Communication u Produces a practical staged plan, and then lobbies the industry and standards bodies (including 3GPP through the 3G.IP MRP status) u Provides a venue for suggesting new market requirements to 3GPP and other industry groups/SDOs u Develops 3G.IP Market Requirements and Roadmap u Develops 3G.IP input into 3GPP as a MRP u Promotes the all-IP architecture to ensure rapid standards development and take up by operators, vendors and application developers

3G.IP/01.09.06.13R1 12 3G.IP Ad-Hoc groups u Focus 3G.IP on key technical issues that are not adequately addressed in 3GPP or other SDOs u Focus and agree on high level assumptions and design architecture principles –Have 3GPP and SDOs do the detailed work u Typical process for initiating an Ad-hoc –Proposed and presented to the management steering team or on the e-mail reflector »Communication of a proposal is strongly encouraged prior to the meeting –As required, discussed during the meeting sessions or in between 3G.IP meetings –Approved by the management/steering group u Ad-hoc initiation proposal should at least include –Description –3G.IP Objective/Expectation –Specific duration »(guideline: Initiation at one meeting with 2 subsequent 3G.IP meetings)
