4 Framework conditions for the youth labour market in Austria
1) relatively low level of total unemployment July 2013 (Eurostat): Austria: 4,8 %; EU 28: 11 % 2) demographic factors – birth rate ongoing decline of young people between of about (=11%) until > leading to a decline of young jobstarters 3) one of the Federal Government’s priorities is to optimise the labour market prospects for young people. the Austrian Government swiftly responded to the difficult situation on the labour market by providing major funding in order to help young people. in 2012: about EUR 610 Mio. were spent for labour market and employment policy for young people in 2013: the funding is planned to be raised to about EUR 640 Mio. Vienna supports with 39 Mio. the LM, 11 Mio. for Youngsters

4) the dual training system - plays an important role in Austria combination of practical on-the-job training and school-based theoretical education (one or two days per week) in 2012 about 41,4% of the girls and boys of a birth year start an apprenticeship after completion of compulsory education they may choose from around 204 apprenticeship trainings in crafts, industry and service sectors the duration of apprenticeship training varies according to the chosen vocation (two, two and a half, three and a half or four years). an ongoing process of upgrading training curricula to meet future requirements (e.g. green jobs), as well as the current requirements of business and industry, maintains the quality and attractiveness of the dual system

7 Unemployment rate of young people aged 20 to 24 according to education
Every third young person without education is unemployed average: 10,6% compulsory education apprenticeship secondary technical and vocational schools – medium level Upper –level secondary technical and vocational colleges Secondary academic schools – upper level Tertiary level education (e.g. universities; colleges, vocational training academies)

8 Two target groups: young people aged 15 to19 and 20 to 24
Persons up to the age of 19 who find it hard to move on to continuing education or a job. The focus is layed on managing the transition from school to work by offering: programmes giving young participants sufficient time to learn at their own speed and acquire the necessary skills, guidance and support helping young people move through the often confusing maze of occupation and education landscape company-based training or apprenticeship programme in a supra- company apprenticeship training Registered unemployed young persons aged 20 to 24 are offered an entire spectrum of training und funding programmes to strengthen their position on the labour market.

9 Training Guarantee for young people – supra-company apprenticeship training
Training guarantee (Political aim in Austria): Each young person who wants to take up an apprenticship will get a training as promised by the Training Guarantee within 3 months either by entering an apprenticeship in the labour market, entering a apprenticeship training by a PES Partner or entering a training opportunity provided by the PES Training guarantee apprenticeship training: If upon completion of compulsory education young apprenticeship-seekers cannot be placed in a formal apprenticeship programme, they will be offered („guaranteed“) the opportunity to enter a full-fledged apprenticeship programme in a institution (private and/or non profit institutions) the attendance of vocational school is mandatory

10 Training Guarantee - Apprenticeship Training
Two types: a) Supra-company apprenticeship training is carried out by an educational institution theoretical training in a vocational school practical training offered by the educational institution training contract during the entire time of apprenticeship goal: completion of apprenticeship b) cooperation between an educational institution and a private company practical training in a company training contract between the educational institution and the company (shorter than apprenticeship, 1 year) goal: transfer to apprenticeship in a company

13 Supra-company apprenticeship training
participants receive comprehensive support: socio-pedagogical counselling learning support assistance with job search or apprenticeship search benefit for participants: EUR 270 per month in the first and second year, EUR 600 per month from the third year

18 Youth Coaching The goal of this programme is:
to keep young people within the education and training system as long as possible and efforts are made to ensure that those who have already left the system will be offered the chance to resume their education or training It is a preventative measure to reduce the ratio of school dropouts and to offer a closely-knit network of individual assistance and support services to pupils who need it. Youth Coaching has been created to ensure the interface of advice, guidance and support for young people from the end of compulsory schooling until such time as they are fully integrated into continuing training or educational programmes.

19 Youth Coaching The pilot of this programme started in 2012 in Vienna and Styria with about participants. With a success rate of 85%, meaning that only 15% of the participants dropped out or left the programme without a specific goal orientation , the programme turnded out to be very successful. So Youth Coaching has been implemented nationwide in (provisional estimated number of participants in 2013 amounts to about ). The programme is carried out by the Federal Social Ministry
