2 Overview u In 2004, OIC was one of three W-2 agencies serving Milwaukee County u It was the largest provider of W-2 services u OIC had been awarded contracts totaling $231.5 million since 1997 u The former CEO is serving a 2-year prison term for a felony conviction related to kickbacks of legal service fees

4 Questioned Costs u $421,200 associated with inadequately documented legal service expenditures u $6,930 in unallowable costs, largely for expenditures not related to the W-2 program u $86,375 for other questioned costs, most of which were for payments related to sponsorship of local radio programming

5 2005 Key Events u January 1 – OIC discontinues providing services in 2 of its 3 regions u January 14 – OIC board members resign u January 25 – OIC’s former chief financial officer is charged with a felony u February 1 – release of a 2003 financial audit completed by a private accounting firm u February 7 – OIC’s Board votes to cease all operations u February 10 – DWD terminates OIC’s W-2 contract
