Employment and Training Administration DEPARTMENT OF LABOR ETA Data Quality

Employment and Training Administration DEPARTMENT OF LABOR ETA Data Quality Get the data in on time –Cross-train so that more than one person can submit the data Limit the number of data revisions –Short-term vs. long-term revisions Check data ranges –We have seen data from exiters born during the Renaissance

Employment and Training Administration DEPARTMENT OF LABOR ETA Data Quality Check distributions –Should the male/female ratio be 80/20? Compare data over time –Are there any significant shifts in the data? Watch for related fields –If a customer received OJT (WIASRD 340), in what occupation was the customer trained (WIASRD 342)?

Employment and Training Administration DEPARTMENT OF LABOR ETA Data Quality Populate optional fields when possible –Tell a complete and compelling story Check totals –For the Annual Report, table M should be “equal” to the sum of the totals for locals in table O Read Understanding the WIA 9090 Report Counts –http://www.doleta.gov/Performance/Results/Qu arterly_report/Cheat%20Sheet%20on%20the%20909 0%20-%20Understanding%20The%20Counts1.doc

Employment and Training Administration DEPARTMENT OF LABOR ETA Data Quality Compare Locals –Are there any significant differences in the data? Appropriate occurrences of dates –Date of Qualifying Dislocation for a Dislocated Worker should be before the exit date Compare rolling four quarter data for the quarter ending June 30 th to your Annual Report and WIASRD data

Employment and Training Administration DEPARTMENT OF LABOR ETA Common WIASRD Issues Missing/incomplete data for services and other related assistance data –Section II.B (fields 328-349) Occupational skills training code –Enter the O*NET code that best describes the training occupation for which the participant received training services (field 342) –http://online.onetcenter.org

Employment and Training Administration DEPARTMENT OF LABOR ETA Common WIASRD Issues The occupation of the job held in the quarter after exit is frequently missing –Only 17% of the PY07 WIASRD records contained date in field 603 –Since this information is not available from wage records, you are encouraged to collect this data when providing follow-up services

Employment and Training Administration DEPARTMENT OF LABOR ETA Common WIASRD Issues Distinguishing between yes =1, no =2, and unknown = 0 or ‘blank’ –For example, the data for training-related employment (WIASRD field 604) indicates a very low percentage of employment is related to the training provided. Are local areas reporting “no” (2) when they really do not know (0 or blank)?

Employment and Training Administration DEPARTMENT OF LABOR ETA American Recovery and Reinvestment Act

Employment and Training Administration DEPARTMENT OF LABOR ETA American Recovery and Reinvestment Act Given the significant amount of Recovery Act funding received by the workforce investment system, which performance information do you think the President, Congress, and our oversight offices (OIG/GAO) will focus on?

Employment and Training Administration DEPARTMENT OF LABOR ETA WIA Adult and Dislocated Worker Programs The Recovery Act is intended to preserve and create jobs, promote the nation’s economic recovery, and assist those most affected by the recession. Although WIA programs do not directly create jobs, they do build human capital -- individual training accounts (ITAs) -- on-the-job training (OJTs) -- skill upgrading and retraining -- customized training -- entrepreneurial training (not on monthly report)

Employment and Training Administration DEPARTMENT OF LABOR ETA WIA Adult and Dislocated Worker Programs ETA encourages states and local areas to pay particular attention on populations that have been heavily impacted by the recession. Emphasis on serving low-income, displaced and under-skilled adults

Employment and Training Administration DEPARTMENT OF LABOR ETA Green Jobs Investments in renewable energy infrastructure, energy-efficiency home retrofitting, biofuel development, and advanced drive train/vehicle devolvement and manufacturing Not all “green jobs” are necessarily new or unique occupations

Employment and Training Administration DEPARTMENT OF LABOR ETA WIA Summer Youth Program Areas of particular interest include: Number of participants Number of participants placed in summer employment Work readiness attainment rate Summer employment completion rate

Employment and Training Administration DEPARTMENT OF LABOR ETA Reemployment Services (RES) ETA’s vision for RES funds (1)Use RES funds for intensive, staff-assisted services for UI claimants (2)Build stronger connection to UI (3)RES can bridge the gap between services -- connectivity to training -- integrated service delivery -- link to other Recovery Act funded activities
