Online Training Script: Welcome to U.S. Soccer’s online training for the Grade 7 Referee Course. Training for this course is specific to preparing officials for the amateur adult game. Substitutes are those listed on the roster that can be called on to replace a player. Substituted players are those who have been substituted for and are not permitted to return to the field unless the local rules of competition allow for unlimited substitution. In games allowing for unlimited substitutions, the former player is classified as a substitute and may return to the game through the standard substitution process. Team officials refer to the coaches and other team staff indicated on the roster or allowed by the local rules of competition. Outside agents are anyone not listed on the team roster. Some common examples of outside agents include dogs, balls from another field, spectators, or players, substitutes or substituted players who have been sent off. Classroom Instructor Talking Points:

Players are normally expected to remain on the field while the ball is in play, leaving only to retrieve the ball when needed such as for throw-ins, goal kicks and corner kicks. However, leaving the field can happen during the normal course of play due to the momentum of the players, and players do not need the referee’s permission to reenter the field in these instances. Players who have received formal permission by the referee to be off the field or who have been ordered off the field by the referee, such as for a equipment correction, may not reenter the field except with the permission of the referee at a stoppage. NOTE: In the case of an injury, the player may return to the field after play has restarted. Classroom Instructor Talking Points:

If the ball is in play, a returning injured player may only reenter the field across either of the touch lines. The chart describes the appropriate actions taken by the referee in relation to a player. Classroom Instructor Talking Points: Assumes the departure from the field was not in the normal course of play. A player may be off the field with the permission or at the direction of the referee, in which case, the referee’s permission is needed to re-enter. A late-arriving player also needs the permission of the referee to enter. “Player” includes any rostered player (i.e., someone designated as a “starter”) who arrives after the match begins and enters the field without the permission of the referee.

Local rules of competition Team rosters Online Training Script: Substitution is the official process by which a substitute replaces a player with the permission of the referee. When allowing for unlimited substitutions, referees must be extremely vigilant about the number of players who leave and substitutes who enter to prevent problems of extra persons on the field. The referee must understand the different substitution procedures established by different leagues and enforce them, especially regarding the maximum number of substitution allowed and when the substitution may be performed.     Because of the many substitution complications, it is important for referees to know those who are included on the roster. If someone is not on the roster or a roster is not required, it is difficult to determine who is a member of the team. Referees should adhere to the local rules of competition when obtaining team rosters and enforcing standards to proactively minimize potential problems. Classroom Instructor Talking Points:

The referee is the only official in the referee team who can give permission for anyone to enter the field when permission is needed. While rosters list players and substitutes, sometimes a replacement is made prior to the start of the match and after the referee has been informed of the names of the players and substitutes. If the referee is informed of the replacement, this is permitted. Even if the referee is not informed before the match begins, the switch should be allowed but the incident reported to the appropriate competition authorities. The team is not charged with a substitution if it has only a limited number allowed, and the match report must include details about the incident. Classroom Instructor Talking Points:

A substitute cannot commit a foul under any circumstances, only misconduct.

In these cases, player-coaches should be treated as players and any player-coach who is sent off as a player may no longer participate as a coach or in any other function. Referees must be aware that the Laws of the Game are very specific in defining who is a team official but the referee may need to adopt a more flexible approach if there is an absence of rosters or formal structure surrounding the competition. Special rules apply if play is being restarted by a PK/KFTM and the interference occurs after the ball is kicked but before/after it makes contact with the goalkeeper, crossbar, or goal post. It’s possible that players’ friends, relatives, significant others or fans may become outside agents by entering the field in protest of the referee’s decisions.
