What Is Poverty? Aims: Define ‘primary’ and ‘secondary’ poverty. Identify the main causes of poverty.

What Is Poverty? It is difficult to give exact definitions of poverty. People will say that poverty is about being poor but this can vary from country to country and from century to century. Primary poverty – this is when people do not have the basic necessities of life e.g. food, clothing, housing. People who do not have these things are living below the poverty line. Secondary poverty – this is when people earn enough to afford the basic necessities however they spend their money unwisely and this causes them to be poor.

What It Means To Be Poor? Task: In groups of 3-4 complete the first two columns on the sheet ‘What It Means to Be Poor?’ There is space at the bottom to add in any other aspect of peoples’ lives that might be important.

What Causes Poverty? In the 19 th century (1800s) three other factors were also important causes of poverty: Laziness – where the person did not want to work. Drunkenness – where the person wasted money on alcohol. Gambling – where money was wasted on betting.
