Interchange History Selected as part of HB2001 (Jobs and Transportation Act) – Interchange is a critical access point to high-tech employment centers in N Hillsboro – Significant congestion in interchange area – UGB expansion and new development IAMP completed October 2012 – Preferred option is to add loop offramp and transfer remaining funds to City/County for adjacent improvements 2

Right of Way acquisition process 15 files total (9 were sent to condemnation) 3 full takes with residential & business relocations – 2 non-conforming business relocations – 1 reverse mortgage (a first for ODOT) Short timeframe for completion and development opportunities hampered progress. Results: 6

ODOT buys house for Washington County woman who feared traffic project would leave her homeless ODOT purchased Patsy Burnsed, 86, a new home in Hillsboro after taking her old property for a traffic project. Burnsed had a reverse mortgage on the home, which complicated the right-of-way process and left her with few housing options. (Michal Thompson, The Argus) July 11, 2013 7
