Comparison of energy balances Two different kinds of energy balances are made in Belgium One at the federal level, used to fulfill the international obligations and to monitor the energy supply security One at the regional level, used to manage the regional energy policy (three balances for three regions) The federal energy balance is a supply balance while the regional balance is more oriented on the energy consumption The CO 2 emissions balances are based upon the regional energy balances The sum of the three regional balances is not equal to the federal balance They are not the same kind of balances The data providers are different Some calculating assumptions are different Some reference values are different (NCV,...) The federal energy balance is a supply balance It measures all imports, exports or stocks of any kind of energy It is based on datas published by the electricity and natural gas providers It is based on a federal survey of oil and solid fuels energy providers Comparison of energy balances The context 4 25 june 2003

The regional balances are consumption balances They are based on the same data published by the electricity and natural gas providers For oil and solid fuels they are mainly based on surveys of the end consumers for industry and tertiairy sector but also on the evolution of some federal values (for example: the regional evolution of the oil consumption in the housing and the transport sectors follows the federal evolution) Differences between the two approaches are known from a long time The federal authorities decided in 2001 to finance this study to understand the problem (reference year was 1999). The study highlighted the main differences per sector and energy sources between regional and federal balances The main problem stems from oil and the different petroleum products In particular, the biggest problem is due to the non energy use of oil (naphta for the petrochemistry) Minor problems remain in the housing and the transport sectors Main results of the study Comparison of energy balances 7 25 june 2003

The two approaches are different. The federal balance is a supply balance, the regional balance is a consumption balance Every difference in assumption creates a gap in the final result Even if we can harmonize the two approaches and create consistent energy balances, it will also be necessary to harmonize the methodology and every calculation assumptions in CO 2 emissions Some conclusions Comparison of energy balances 13 25 june 2003
