Page 1 of 8 To the Assignments - Overview Online Training Course The Assignments program is an online service that will enable clients to submit the assignment of registered interest in the Public Lands Surface Dispositions electronically using a web interface. The electronic assignment service allows the full assignment of the following surface dispositions: Easement (EZE) License of Occupation (LOC) Mineral Surface Lease (MSL) Pipeline Agreement (PLA) Pipeline Installation Lease PIL) Vegetation Control Easement (VCE) The online service does not include the partial assignment of surface dispositions. Page 4 of 8 Assignment of Sustainable Resource Development (SRD) Public Lands Surface Dispositions is one of many online services, which the Electronic Transfer System (ETS) handles. ETS is accessed through the Department of Energy (DOE) website. In order for a company to participate in the electronic assignment process, a company must have an ETS Account. The Site Administrator for a company is responsible for creating Client Accounts and administrating the level of access to ETS based on the role an individual has within the company. ETS Account

Page 5 of 8 In order for a Client Account (Individual Account) to access the Assignments functionality on the ETS web site, the Site Administrator must first assign a role to the Client Account. These are the roles for Assignments: Creator - The client can create and cancel an Assignment request in ETS. Reviewer - The client can review and change the assignment status to Concurrence for the company. Concurrer - The client can concur or reject an Assignment request to which it is a party. Note: A Client Account can hold multiple roles. Page 6 of 8 The electronic Assignment Life Cycle encompasses all transactions, documents, and data exchanges associated with the assignment of the disposition holder's interest in the surface disposition to another party. Electronic notification will be generated by ETS for the approval, rejection, or cancellation of an assignment request. Assignment Life Cycle

Page 7 of 8 Assignment Business Rules Activities can only be assigned to another Oil & Gas company/ individual who holds the subsurface rights to work the minerals Only 1000 activities can be listed per Assignment Request. Only one (1) Assignor and (1) Assignee is allowed per Assignment Request. An assignment of license of occupation to a non-specified holder of Forest Management Agreement(FMA) cannot be submitted electronically and must be submitted using conventional paper process. An assignment having activities with only a Plan Block Lot (PBL) legal description cannot be submitted electronically and must be submitted using conventional paper process. Only Full Assignment Requests can be submitted electronically Activities at the application or application for amendment status are non-assignable. Assignment fee(s) will be included on your CARS monthly statement. Those clients not on monthly statement system will receive a separate invoice for each activity of the assignment When an Assignment Request is submitted to the department for manual processing the lessee of the activity being assigned will be the Assignor. The Assignee must be registered and in good standing with Alberta Government Services, Corporate Registry. The Assignee cannot not be indebted to the Crown Assignment Business Rules
