This idea emphasizes on streamlining The National Food Security Act, 2013 by regulating the supply of food grains and ensuring that sufficient amount of food grains reach every eligible citizen of India at the right time thereby making India a “Starve free Nation!” Category name Digital Government (or)Digital Government Internet of Things Maximum points: 10

Compelling need for the innovation Presently, the Government of India is facing a challenging task of providing subsidized food grains to approximately two thirds of India's 1.2 billion people. The supply of food grains is not proportional to the demand. There are numerous situations where people have starved to death because of non-availability of food grains, when required. At present, even though the Government is trying its best to ensure supply of food grains to the needy, due to widespread corruption at every level of governance and presence of middlemen the Ration shops are not proving to be effective and thus the citizens are partially benefitted from the government. Our idea is to digitalize the Food and Civil Supplies Department. The Census of India serves as the main source of data for the new process. Whenever any individual’s birth/death is registered the same information is recorded with our new system and appropriate changes are made to the amount of food grains which is to be dispatched to the concerned family. Our system calculates the exact amount of food grains required to every Fair Price Shop each month, which is notified to the Food and Civil Supplies Department which then dispatches exact amount of packed food grains provided by the government itself. Solution Our idea is to create a database using the data collected during the National census. In this way addition of bogus accounts by illicit fair price shop owners to sell food grains in the open market can be prevented as only the actual residents of a particular area are present in the list of beneficiaries. Every individual is assigned a unique number generated by the system. The list of dependants is linked with the account of their parents. Based on this data the system calculates the maximum amount of food grains that the particular family is eligible for. This is done for all families area-wise and accordingly the food grains are dispatched. Food grains are packed in quantities of 5kg, 10kg and so on (depending the area, and the type of food grain) with each packet having bar-code. Maximum points: 30

Solution When the fair price shop provides food grains to the consumers the dealer has to scan the bar code on the food grain packet and the details are automatically updated for the respective customers account in the database using the unique id of the customer. A bill is generated by the system and a copy is given to the customer and another is retained in the database which is mapped to the customers account. This gives the details of all the transactions the customer has carried out in a month. At the end of every month the system checks the barcodes on the packets dispatched at the beginning of the month with the details uploaded by the dealer. In case of any inconsistencies the Food Inspector is immediately alerted who initiates further actions against the dealer. Our system ensures transparency as the food grains are sent in the form of packets marked with barcodes. This also ensures that each and every grain is accountable and is delivered to the needy.

Value proposition Our system addresses the following short comes in Public Distribution System 1.Inferior quality of food grains that are given by fair price shops are totally eliminated as the food grains are packed by Government. 2.Deceitful dealers try replacing good supplies received from Food Corporation of India and sell in black market. As our system keeps accounts for each grain supplied the black- marketing is totally avoided. 3.Illicit fair price shop owners have been found to create a large number of bogus cards to sell food grains. Our system keeps track of ration cards that are issued and those that are requested by public. At the time of receiving food grains the ration card number has to be entered to the system and if number matches food grains should be supplied. 4.Finally, the Government of India is benefitted as Government can predict the sales and also keep track of citizens who enjoy benefits. As each and every transaction is digitalized there can be no flaws in the public distribution system.

Implementation The implementation of the idea basically requires the creation of a database which holds the details of area wise beneficiaries. Details of every individual are stored in the database with the ration card number as the primary key. In case of any dependants, the corresponding details of the dependants are stored along with that of the individual. In case of births/deaths appropriate details are either added or removed dynamically from the database which makes it adaptive to real world scenarios. In case of a birth the quota for the family is scaled up by a suitable factor. Similarly in case of a death the quota for the family is appropriately scaled down, thus avoiding over supply as well as under supply of food grains. At the beginning of each month exact of amount of food grains required for each area are calculated using this database and the same is dispatched to Fair Price Shops of respective areas. The food grains received by the government are packed in quantities of 5kg, 10kg etc. before being dispatched. Also every pack is assigned a barcode. The same is stored in another database also in an area wise manner.

Implementation At the fair price shops the dealer while providing the food packets updates the details (barcode) against the ration card number of the beneficiary. At the end of each month, the details of the packets dispatched are validated against details of the packets sent to the FPS. In case of any discrepancies, the concerned Food Inspector is notified. The proposed timeline for creating the database could vary from 3 - 6months. Once the database is ready no major modifications are required for the existing system i.e. our ideas can be implemented without any hassles once the database is ready. The timeline depends on how fast we get necessary resource and efficient man-power. What If… Deceitful dealers try replacing good supplies with inferior quality goods? This cant be done in our system as the dealer has to update the details of the food packet in the database before he opens/hands over the food packet. If he tries to open the packet without updating the same will be discovered during month end audits and necessary actions will be taken. A person is having more than one ration card and he tries to claim food grains which are not his share? This problem is addressed by linking voter card’s epic number with ration card number, hence ensuring equal share to all the beneficiaries. The dealer updates the details without the knowledge of the beneficiary and uses the food grains for other purposes? When the food grains are dispatched the details are communicated to the beneficiary through text message.
