3 Public Library System Funding Chap. 43, Wis Stat, provides that the DPI request 13% of the amount spent on local libraries for system aids It does not require the Legislature to budget that amount 2012 funding was a reduction of 10% from 2011; funding was not increased for 2013- 2015 The 2013 system funding represents about 7.25% of local appropriations

6 Winnefox History Late 1960’s— WGLC (Waushara-Green Lake Cooperative) –Cooperative services demonstration funded by Federal Library Services Act (LSA) grant 1971— Wisconsin Public Library System Law passed 1976— Winnefox established (Green Lake, Waushara, Winnebago counties) 1978— Marquette County joined Winnefox 1990—WGLC became a Winnefox subprogram (as WCTS) 2000— Fond du Lac County joined Winnefox

11 Winnefox Governance 23 member board of Trustees –Winnebago County: 10 –Fond du Lac County: 7 –Green Lake County: 2 –Marquette County: 2 –Waushara County: 2 State Statutes require that representation be proportionate to population. One trustee from each county is a county board member

13 County Plans/Reimbursements County library funding Billing for adjacent county billing (Act 420) County Planning – major activity County Librarian Advisory Committees (LAC) Agreements have included funding for automation matching grants, building costs, & special collection development.

19 Winnefox Service Programs— online resources Overdrive Digital Audiobooks, Video, & Music Statewide collection (as of 1/31/13) –Ebooks: 56,310 copies of 16,946 titles –Audiobooks: 17,895 copies of 9,930 titles –Music & video: 505 copies of 502 titles Winnefox collection –3,432 items –Includes 462 titles not in statewide collection
