UBSUP : Area Assessment and Site Selection Prepared by the UBSUP Team July 2014 WATER SERVICES TRUST FUND (WSTF) 1 ‘’Good area assessment and selection is key to the successful implimentation of the SafiSan project’’
2
1. Area assessment and site selection What is an area assessment? Area assessment generally refers to an in-depth study of the existing low income areas (LIAs) within the WSPs Service Area The main objective of an area assessment is to identify and select suitable areas to implement the SafiSan project Issues to consider: Current sanitation situation, preferences of residents, living conditions, dwelling ownership, willingness & ability to pay for improved sanitation among others 2
3
2. SafiSan area assessment: Key data collection activities Collect data for proposal development (SafiSan Phase 2) Establish land and dwelling ownership patterns Gain insight into housing conditions; e.g. single dwelling or multiple dwelling plots (tenants) Establish current sanitation infrastructure and practices to guide the intervention strategy Establish willingness and ability to pay for improved sanitation Identify areas with an existing demand for sanitation 3

3a. Area assessment: Data collection methods & techniques 1.Transect walks within the LIAs (Qualitative analysis ) 2.Household/plot-level survey using a questionnaire 3.Observations (e.g. with regard to emptying & transport) 4.Focused group discussions with residents, PHOs, local opinion leaders, CBOs and FBO’s 5.Formal interviews (questionnaire-based) with informed residents (e.g. community leaders) 6.Formal interviews with (manual) emptiers, etc. 7.Formal interviews with Water Service Provider (WSP) staff 4

3b. Other sources of information County development/sanitation Master Plan Performance contract & programmes of the PHO Majidata (WSTF online tool) Existing reports & literature 5
6
4. Objectives of the SafiSan area assessment Assess whether the area is a SafiSan target area (i.e. a sanitation hotspot) Identify key sanitation constraints (, soil type, water table, treatment, access to treatment facilities, etc.) Analyse existing waste disposal (management) practices Identify suitable sanitation technologies for the area (in terms of toilets, transport and treatment) Design of the social marketing strategy & programme Establish area hand washing and hygiene practices for the behaviour change communication (BCC) strategy 6
7
6. Developing site selection criteria Site selection means the identification of suitable, feasible and appropriate sites within the plot where one or more SafiSan toilet can be constructed 7
8
6. Developing site selection criteria Site selection should be done using a set of criteria such as: plot population (determining the no. of toilet units required) existing building (houses, kitchens, wells, existing toilets, etc.) sufficient space for the toilet accessibility (for users and emptiers), preferences of landlords & tenants, religious requirements (orientation of the toilet door) public health aspects and environmental concerns (including soil types, wind flows) Are there more criteria? 8
