2 WUS Austria Profile of the organization Our vision World University Service (WUS) Austria is a politically independent, non-governmental organization committed to the promotion of the human right to education on the basis of academic freedom and university autonomy. Our vision is to be a competent partner for the development of higher education, which we believe is a key factor in the socio-economic and political advancement of every society. Our mission World University Service (WUS) Austria aims at increasing the quality of higher education in accordance with international standards through project development, project management, networking and consulting services. Our mission is to establish solid and sustainable structures for a strong role of universities in society.

3 WUS Austria WUS Austria u BiH Since its establishment in Graz in 1983, WUS Austria has been working on the promotion of this aim in various countries all over the world. 1994 – WUS Austria; humanitarian projects 1997 – strategic approach to projects with the aim of support higher education in preparing for reform and the Bologna principles Today, WUS Austria, through its projects, responds to all tasks of the Bologna process and assists universities in SEE towards the European Higher Education Area.

6 Wider context of QA projects At the meeting of European ministers of education in Berlin (2003) and Bergen (2005), the quality of higher education was defined as being at the HEART of EHEA; Simultaneously, the efforts of the higher education institutions in BiH towards development and appliance of QA systems has been evaluated as poor; EUA has clearly defined QA (especially internal QA) as a problem and need of BiH universities. WUS Austria, in accordance with its mission, decided to launch activities aimed at development of QA systems in BiH higher education

7 WUS Austria Profile of Project 1 TITLE: “Strengthening Quality Assurance at BiH Universities” DONOR: European Commission (Tempus) COORDINATOR: SUS BiH (World University Service BiH) PARTNERS: 8 public BiH universities, University of Graz, University of Ljubljana, WUS Austria IMPLEMENTATION PERIOD: September 2005 – January 2008 BUDGET: 282.000,00 EUR PRIMARY OBJECTIVES: development of capacities (human and infrastructural), sustainable development of QA systems

8 WUS Austria Profile of Project 2 TITLE: “Structural Development of Quality Assurance in Higher Education” DONORS: Liechtenstein Government and Austrian Development Cooperation COORDINATOR: WUS Austria PARTNERS: 8 public BiH universities IMPLEMENTATION PERIOD: May 2006 – May 2008 BUDGET: 143.520,00 EUR PRIMARY OBJECTIVES: development of human and institutional capacities (same objectives as in Tempus project 1) MAIN ACTIVITIES: – Additional support in organizing QA seminars at BiH universities – Study visits to QA offices in EU – Development, printing and distribution of QA guidelines

10 WUS Austria Profile of Project 3 TITLE: “From Quality Assurance to Strategy Development” – DONOR: European Commission (Tempus) – COORDINATOR: WUS Austria – PARTNERS: 8 public BiH universities, University of Graz, University of Girona – IMPLEMENTATION PERIOD: October 2007 – January 2010 – BUDGET: 282.865,00 EUR PRIMARY OBJECTIVES: – Develop and strengthen the capacities at BiH universities for INTERNAL QUALITY ASSURANCE (institutional self-evaluation) – On the basis of received results, formulate development strategies of BiH universities

11 WUS Austria Profile of Project 4 TITLE: “Strategic and Structural Development of Quality Assurance in BiH Higher Education 2008 – 2010” DONOR: Austrian Development Cooperation and Liechtenstein Government COORDINATOR: WUS Austria PARTNERS: 8 public BiH universities IMPLEMENTATION PERIOD: December 2008 – November 2010 BUDGET: 445.00,00 EUR The Project consists of three components: – Contribution to the objectives and activities in the Tempus project “From Quality Assurance to Strategy Development” – Implementation of specific QA measures / projects at BiH universities – Strengthening of Agency for Development of Higher Education and Quality Assurance (sub-project of SUS BiH)

12 WUS Austria Through these 4 projects, over 1,000,000 EUR has been invested in BiH higher education! Quality assurance is the responsibility of the higher education institution itself! WUS Austria projects and activities need to be perceived as being useful instruments for support, and not as ready-made solutions. WUS Austria is working on creating the necessary assumptions at each university in BiH for an efficient and effective quality assurance system. The universities themselves must design, promote and implement their own QA systems and procedures – in this, they will always have the support of WUS Austria, as a partner and as a consultant!

14 WUS Austria The overall aim of the project is to implement quality assurance as an instrument in the strategic development of B&H universities in close cooperation with the Agency for higher education and quality assurance and the authorized Ministries in charge of Higher Education. In this way this project of structural measures also fully supports the structural reform of higher education in the entire B&H. 1. Project goals

15 WUS Austria Quality assurance is not recognized as an instrument for strategic management of universities. There are no clearly defined Key Performance Indicators (KPI) at the national level There is no Register of study programmes at national level Result : there is no real comparison of universities in B&H or a benchmark with EU Universities, especially regarding learning outcomes, competences, relation to society... 1. 16 WUS Austria A national register of study programs should enable an overview of learning outcomes and competences of study programs in a clear structure of qualitative and quantitative information (which inform potential students, potential employers, Agency for higher education and quality assurance and authorized Ministries about study programs, which is the basis for mobility of teachers and students) 1. 22 Wider objective The wider objective of the project EQADE is: Promotion and support to development of state of art doctoral education at public universities in BiH in line with Bologna Process.

23 WUS Austria TRENDOVI U EVROPSKOM PROSTORU VISOKOG OBRAZOVANJA Specific objectives The 3 specific objectives of the project EQADE are: 1.Integration and more efficient management of doctoral education at 8 public BiH universities by the end of 2013; 2. Formulation and adoption of Quality Standards in Doctoral Education at university and state level by the end of 2013; 3. Development of one doctoral program per university (8 pilot projects) aligned with adopted procedures and quality standards by the end of 2014.

32 WUS Austria Expected results 1. 8 fully operative integrated and institutionally accepted Units for Doctoral Education; Trained University staff (24 employees); rational and efficient information system developed and operative. 2. Institutionally developed and internationally reviewed University Roadmaps for the restructuring and more efficient management of PhD education in line with Salzburg Principles. 3. Improved management of PhD education across BiH public (and private) HEIs; enhanced quality of doctoral education, HEA’s experts well-prepared for external evaluation of doctoral education in BiH. 4. 8 new doctoral programs prepared and adopted by respective University Senates; positive external program evaluation findings

Quality and timely information on project progress, and internal project QA, enabling proactive task management and coordination of activities to the aim of achieving project objectives and indicators. 6. Wide-spread knowledge and acceptance of university/ BiH quality standards and procedures in managing and providing doctoral education. 7. Trained university staff providing administrative support to efficient management of doctoral education; Adoption of quality standards and procedures at 8 BiH universities and the level of BiH; 8 proposals for new doctoral programs adopted by respective university Senates (as new program development methodology) and approved by HEA 8. Efficient and effective implementation of the project, in line with proposed objectives and activities
