4 JOBCENTRE COPENHAGEN4 Employment initiatives in Job Centre Copenhagen concerning young people Employment plan for 2010:  Initiatives to curb the unemployment in general, including: Education and jobs for young people Joint organisational structure for national and local government initiatives The Minister’s overall goals for the initiative regarding young people Focus on job or education to young people receiving cash benefits, start help, introductory benefits or unemployment benefits

5 JOBCENTRE COPENHAGEN5 Major challenges 11.000 young people (between 18-29 years of age) recieve cash benefits and unemployment benefits – the goal is to minimise this flow by eg. introducing younger people (13-18 years) to labour market at an early stage) 80 % af all young people in Copenhagen gets an upper secondary education – the goal is 95 % ¼ of all students experience a challenge when it comes to facing educational demands (due to an enstranged educational family background) – the goal is to support this group of young students through network and part time work An increasing number of young people with mental issues – the goal is to include this group through introduction to labour market at an early stage using socioeconomic action/ coorporations 1/3 of the residents in the segregated areas are children under 18 years of age

6 JOBCENTRE COPENHAGEN6 A bit of history 2008: The segregated areas in Copenhagen are dominated by trouble mainly caused by young people from within the areas 2008: Mayor of Employment and Integration wants to address the issue – how can the Job Centre be part of a positive solution? 2008-2009: The Job Centre Copenhagen engages in positive activities that include young people from 14-18 years of age by introducing them to the labour market though after school activities (fritidsjob).

7 JOBCENTRE COPENHAGEN7 Target group and goals Young people (13-18) attending elementary school, A-level or vocational college (goal: to get an introduction to labour market and to get a permanent connection to a workplace, network etc.) – (25.000 young people under 18) Young people in segregated areas of Copenhagen (goal to break social heritage and to get a network outside of the segregated areas) (15-20 % of the young people under 18) Young people with a (minor) criminal record (goal: To get them back in touch with the labour market and get them to change their way of life). Overall goal: To put an end to young people receiving cash benefits, start help, introductory benefits or unemployment benefits. Changing their focus towards education and work.

11 JOBCENTRE COPENHAGEN11 A homepage for young people seeking jobs: An E-learning tool with: Positive role models, Questionnaries, Hints for jobseeking A ”do’s and dont’s” quiz told by young people at work and by their employers www.kk.dk/fritidsjob The E-learning site were launched at June the 15.th 2009. Since launching 72.859 people has visited the E-learning tool.

12 JOBCENTRE COPENHAGEN12 … and their own platform with jobs In 2010: 1882 young people (between 13 and 18 years of age) has uploaded a CV at the platform. 10.700 companys in Copenhagen has been contacted by the part-time-job taskforce.

13 JOBCENTRE COPENHAGEN13 The municipality of Copenhagen itself also hired…. About 250 young people (14-18 years of age). hired to work for the 7 major administrations of the municipality Budget: 2,0 mill. DKK pr. year (266.700 £) (2009 – 2013) Types of job: ”Juniornannys” at kindergardens and nurserys Administration Costumer service Archiving

14 JOBCENTRE COPENHAGEN14 68% of the hired young people are between 14-15 years of age 52% of the young people have a minority background 31% come from segregated and vulnerable areas 80% of the public employers (of Copenhagen administration) will accept hiring young people with a criminal record

15 What works? Local job application courses and counseling (in segregated areas) and at the Job Centre Working together with and benefitting from local partners (eg. in vulnerable areas) Having a positive dialogue with local companies Cooperation across administrations. For instance, the employment and Integration administration has worked together with employees from Culture- and leisure, social services and the children and youth administration on this task Creating positive role models (both young people and from local NGO’s) Patience
