The question of Palestine and Israel has commanded the attention of the UN since the organization was founded. The UN General Assembly voted the original partition of the land in November 1947 and the UN deployed its first peacekeeping operation to monitor the ceasefire lines after the war of 1948 (the War of Independence). United Nations General Assembly Resolution 181 called for the partition of the British-ruled Palestine Mandate into a Jewish state and an Arab state. It was approved on November 29, 1947 with 33 votes in favor, 13 against, 10 abstentions and one absent THE VOTE IN 1947

War of Independence or the Catastrophe? A war broke out when the Jews, certain of U.S. and Soviet support, declared their independence and the creation of a new state of Israel on May 14, 1948. When fighting ended in 1949, the Israelis had conquered more territory than had been envisioned in the U.N. plan, and the rest of the territory fell to Egypt and Jordan, rather than forming an independent Palestinian state. (see map on next slide) Palestinian Arab refugees fled to Lebanon, the West Bank, and the Gaza strip.

The Palestinians proposed a separate state, claiming as their homeland the territories outside the 1948 ceasefire lines, territories occupied by Israel in the 1967 war. This idea found widespread support in the international community, and Israel was called on to withdraw from this land, as affirmed in UN Security Council Resolutions 242 and 338.
