1 M anaging the National GHG Inventory Process M anaging the National GHG Inventory Process UNDP NCSU Handbook Katarina Mareckova, UNDP UNFCCC regional workshop Panama, October 2004
2
2 UNFCCC Guidelines for preparation of NC NAI shall report anthropogenic emissions by source and removal by sinks for all GHGs using comparable methodologies…. NAI are encouraged to apply the IPCC Good Practice Guidance taking into account need to improve transparency, consistency, comparability, completeness and accuracy in inventories to undertake key source analyses to describe procedures and arrangements….., information on role of institutions involved (NIS) provide information on methodologies used, EFs,..(NIR) use national methods and EFs where appropriate report information on level of uncertainty
3
3 UNDP NCSU Training package Reflects requirements of UNFCCC Guidelines 17/CP8 for preparation of NC Specifically aimed at Non-Annex I Parties Will complement IPCC 1996 Guidelines and Good Practice Guidance 2000 & LULUCF 2003, not replace them
4
4 UNDP NCSU Training package (2) A pproach is tested in 2 UNDP regional projects Handbook – printed version Training Slides and CD-Rom case studies, worked examples, helpful documents, links updated regularly Will be distributed to inventory teams in 130 NAI countries
5
5 Objectives of Training Package To assist NAI Parties to develop institutionalized and sustainable national inventory systems to prepare GHG inventories To assist Parties in efficient use of resources To assist NAI Parties to implement decision 17/CP.8 to extent possible when preparing NC To assist NAI Parties to implement IPCC Good Practice Guidance 2000 & LULUCF 2003
6
6 Objectives of NCSU Handbook Provide strategic, logical and sustainable approach to the inventory process Focus on general aspects of GHG inventory quality, planning, preparation, and management Present step-by-step approach Reflect Non-Annex 1 context
7
7 Non-Annex I Context E.g. guidance on how to deal with missing data Choice of methods (Tier 1, Tier 2...?) Key Source Analysis to direct scarce resources at most important categories Importance of documentation & archiving Appropriate use of expert judgment
8
8 IPCC 2000 Inventory Quality Indicators IPCC 2000 Transparency Consistency Comparability Completeness Accuracy Compliance (Annex 1)
9
9 Handbook content Based on experience obtained through INC preparation Introduces the most important and helpful general concepts of GPG in a basic way Explains cyclical nature of inventory process Uses “step-by-step” approach Is applicable at different level of detail, at different status of inventory system Clear language, examples provided by NAI experts
10
10 Handbook provides Practical General Advice on: Setting up priorities Planning Defining tasks and responsibilities Choosing methods and factors Suggestions for when the inventory is incomplete Documentation and Archiving Key source analysis QA/QC elements
11
11 Handbook Chapters 1.Introduction ( context, why, structure,..) 2.Basic Principles of GHG Inventories 3.Inventory Planning (tasks, time schedule, institutional arrangements, budgeting...)
12
12 Handbook Chapters (2) 1.Inventory Preparation 1.Prioritization (key source approach) 2.Calculations 3.QA/QC procedures 4.Documentation, Archiving, Reporting 5.Awareness raising 6.Strategies for improvement (ST – LT) 2.Annexes (examples, templates, key studies….)
13
13 Training Slides, CD -ROM Slides Under review, (about 35 slides in PowerPoint), objective is to introduce NCSU Handbook CD-ROM - practical examples Under development Workbooks from other countries QA/QC Checklists Inventory software, useful links …………. Suggestions welcome!
14
14 Anticipated Outputs Make your efforts easier and more efficient Save resources Establish sustainable long-term inventory process Improve national GHG inventories Archive data Help promote GHG inventory effort to senior officials and public
