Element Definition Process Presented by Peak to ECC Task Force April 28, 2015

2 Peak has worked with OATI on the technical implementation of element definition Revisited the needs of different entities to define elements directly Element Definition Process

3 Based on Peak’s review, the only entities that are currently scoped to create, revise, enable, and disable elements are Peak as the RC and the TOPs BAs and TSPs would request elements of interest through the RC or their TOP Element Definition Process

4 TSPs o Primary function is calculating values to sell transmission service whereas the ECC will be monitoring real-time and future flows o 3 TSPs under WECC are not registered as TOPs BAs o Primary function is balancing gen and load whereas ECC will watch flows for congestion o 8 BAs under WECC are not registered as TOPs Element Definition Process

5 Technical Design: o Element management will be a business process o Elements will have factors / impacts available the next calculation cycle after enabled o All entities with ECC access can see aggregated data flows for any element but permissions on restricted data (e.g. e-Tags) will be enforced Element Definition Process

6 Technical Design: o TOPs will be restricted on number enabled for calculation o Notifications for RC & TOPs on element actions Other users can view changes in logs o ECC will facilitate copy / paste of elements Element Definition Process

7 Technical Design: o Permanent and Temporary Elements Both types have calculations until disabled Temporary elements will have start and stop datetimes When stop datetime is reached, data will be marked on displays and trends as surpassing the stop datetime Peak business process to clean up temporary elements Element Definition Process

8 Technical Design: o Element Viewing All reliability entities will be able to view any elements of interest for monitoring Filtering will allow entities to include or exclude elements for monitoring Any user can change the viewed element set, but will force same change across entire entity user group Element Definition Process

9 Business Process: o Need to develop business processes that work with the technical design o Needs for initial defining the initial base set with entities may differ from ongoing business process o Need periodic review, dispute resolution Element Definition Process

12 Unresolved: On/Off-Path definitions o Issue needs resolution for Phase 2 o Different approaches: webSAS uses definition table IDC uses TPs and sets all tags for that TP as On-Path Other approach: threshold on TDFs? o ECCTF has discussed initial element definition setting everything as Off-Path and requiring TSP definition Would need process and design in ECC Element Definition Process
