Meeting of Potential M2M Consolidation Partners #2 17-18 August 2011 2 Types of M2M Consolidation: Recap of Korea Discussions Four Options were discussed in Korea as possible constructs for consolidation: –Option 1 : New Partnership Project for M2M global standards, using 3GPP/3GPP2 best practices as a starting point including the modifications needed to attract verticals – Option 2 : Consolidation into existing Partnership Project (e.g., 3GPP) [not seen as preferred option] – Option 3 : Consolidation into one existing SDO (e.g., ETSI) [not seen as preferred option] – Option 4 : New Global M2M “Initiative”

Meeting of Potential M2M Consolidation Partners #2 17-18 August 2011 Types of M2M Consolidation Option 1 : New Partnership Project (PP) for M2M global standards, using 3GPP/3GPP2 best practices as a starting point including the modifications needed to attract verticals. –The stakeholder community is different and more complex than that supported by the PP/PP2 organizations. –The vertical markets’ community is not “3GPP/3GPP2 literate.” –The vertical markets’ need to have input to, agree to and commit to a consolidation construct. –A consolidation construct to include the verticals would benefit from a fresh, non-telecom approach tailored to the needs of all stakeholders. 3

Meeting of Potential M2M Consolidation Partners #2 17-18 August 2011 Option 2 : Consolidation into existing Partnership Project (e.g., 3GPP) —M2M standards consolidation must not disrupt the access and core network layer work taking place in 3GPP/3GPP2 3GPP is telecom-centric; and Service layer work and verticals are not a good fit for 3GPP/3GPP2. —Not the preferred option for all the reasons on Option 1. —This was agreed in Korea as not being a preferred option. 4 Types of M2M Consolidation

Meeting of Potential M2M Consolidation Partners #2 17-18 August 2011 Option 3 : Consolidation into one existing SDO –The complex M2M ecosystem is not fully represented in existing SDOs. –It would be difficult to devise criteria and a process to determine which SDO would be the most suitable candidate. –Current SDOs in discussions are mostly telecom-centric. –This was agreed in Korea as not being a preferred option. 5 Types of M2M Consolidation

Meeting of Potential M2M Consolidation Partners #2 17-18 August 2011 Option 4 : New Global M2M “Initiative” –A new approach supports the creation of a consolidated construct that meets the needs of all stakeholders, including the unique requirements of a vast and diverse vertical marketplace. –It supports the opportunity to: Balance regional and global needs and requirements ; Discuss and define vertical markets’ requirements to deliver standards for a diverse set of services; and Build the right structure, processes, logistics and practicality into the construct. –ATIS maintains that starting fresh with a new initiative enhances the opportunity to get the new construct right. 6 Types of M2M Consolidation
