Tanzania Context Population: 44.8 million (2012) Capital City: Dodoma, Commercial City: Dar es Salaam Major Languages: English, Kiswahili Life Expectancy: 57years (Men) and 59 years (Women) Main exports: Sisal, Cloves, Coffee, Cotton, Cashew Nuts, Minerals, Tobacco NB: Slums in major cities especially Dar es Salaam are characterized by different health problems including HIV/AIDS.

Housing & HIV/AIDS relationship in Dar es Salaam context About 75% of people living in Dar es Salaam are slum dwellers. Some areas are structured but very few remains consistent structured Impact of lack of planning, monitoring and evaluation - inconsistence programs by government or people living in the area have cased previous structured areas to changed into slums. HIV/AIDS doesn’t select but about 90% of HIV/AIDS affected people in Dar Es salaam came from slums. NB:- Thus in DSM case; Planning, monitoring & evaluation is very important to minimize the spread and effects of HIV/AIDS

Planning Setting objectives to achieve and how should be achieved, is a planning Monitoring and evaluation are best done when there has been proper planning against which to assess progress and achievements. Community inclusion & participation in designing projects to suit their needs Consideration of Performance framework (PFM), Logic model and Result based management (RBM)

Monitoring Monitoring is the systematic collection and analysis of information as a project progresses. It is aimed at improving the efficiency and effectiveness of a project or organisation. Collection of information Analysis of the information Efficiency and effectiveness of the projects conducted Involvement of the management towards improving performance of the projects

Evaluation Evaluation is the comparison of actual project impacts against the plan. Number of projects performed and its impact to the community Achievement of the projects against the plan How the achievements accomplished Challenges and measures to overcome them Maximization of the results ( What should be done to maximize the results )

Mainstreaming HIV/AIDS in housing sector Mainstreaming HIV/AIDS can be defined as the process of analysing how HIV & AIDS impacts on all sectors now and in the future, both internally and externally, to determine how each sector should respond based on its comparative advantage. Tanzanian government initiated TACAIDS as a commission to deal with HIV/AIDS issue in the country. Different NGOs and CSOs separately have been conducting different projects such as TOV3, CARE & TREATMENT, TB/HIV (MDH). PEDIATRIC TB/HIV CENTRE OF EXCELLENCE (KINONDONI MUNICIPAL) WAT-HST also have mainstreamed HIV/AIDS elements in its community interventions to bring awareness to her staff members, constructors, board members and clients. (MDH, Temeke Distict Hospital, T. MARC Tanzania and PSI are some of the organizations WAT-HST has been partnering with)

Mainstreaming HIV/AIDS in housing sector…. From experience the housing organization can put in place a plan which consider HIV/AIDS aspect such as in every 100 houses sold to community 15 must be sold to client living with HIV/AIDS among them 7 must be to women. In this aspects the monitoring and evaluation will be able to track down if there are enough number of client living with HIV/AIDS in the project to buy those houses After every certain number of houses evaluation can be done to evaluate what happen during implementation phase. Lesson learnt can be duplicated to future projects.

Mainstreaming HIV/AIDS in housing sector….. Transforming poor settlements to better settlements can help reduce HIV/AIDS transmission and the attached impacts to the community.
