All rights reserved. 2 A Comprehensive Plan is a document prepared by a planning commission, with extensive public input, that establishes strategic goals for an area (often on the scale of an entire city or county). Once adopted, it becomes the basis for changes in a zoning ordinance. Copies of Comprehensive Plans, Zoning Ordinances, and other public laws are available at public libraries and often on government websites. I’ll look at the Comprehensive Plan for Takoma Park, MD.
