8 There was no national regulation for biomass heating systems in housing. The Regional Government was reticent to biomass heating systems installations as they didn’t know how to handle them. Initial Situation 2005 Renewal Energy Sources Promoting biomass throughout Propellets Project Spain produced a big quantity of biomass. Nevertheless aprox. 95% of it was exported. Outcome: There were only two installations of this kind in Madrid. General Public had no information about what biomass systems were so they reluctant to this kind of projects. Local distributors found no one to listen to their offers and demands.

9 The delegation from the Region of Madrid was formed by the DGIEM, Regional Energy Agency, ESCAN and local Distributors. They had: - Meetings with the regional responsibles. - Visits to biomass heating installations. - Compare different systems and technologies. - Check security conditions. Renewal Energy Sources Promoting biomass throughout Propellets Project ESCAN, coordinator of Propellets Project, offered Madrid Regional Government (Directorate-General for Industry, Energy and Mines - DGIEM) a technical cooperation visit to the Energy Agency of Upper Austria (ESV) Propellets Project

10 The Regional Government promotes installations throughout: - A Subsidies Program (aprox. 30% of investment). - Technical conferences for Municipalities, heating systems installers, ESCO, manufacturers. - Dissemination activities (specific guides, leaflets, workshops, etc.). Present Situation Renewal Energy Sources Promoting biomass throughout Propellets Project The DGIEM approves a regional regulation for biomass heating systems in housing. Outcome: - More than 50 installations of this kind in Madrid. - Fundación de la Energía is enrolled in a European Consortium to promote the use of biomass and develop several pilot project.
